Role Overview: Reporting to the Senior Director of Human Resources, the Director of Benefits and Payroll will oversee the Payroll and Benefits team. This position is responsible for ensuring the effective management of payroll processing, benefits administration, and compliance with federal and California state laws. This role will involve close collaboration with HR team members, focusing on technical proficiency in HR systems, and maintaining strong communication and analytical skills. Responsibilities: Payroll Processing and Benefits Administration: Oversee and manage all aspects of payroll processing and benefits administration. Ensure compliance with all applicable state and federal laws and regulations, with a focus on California-specific requirements. Collaborate with the HR team and senior leadership, providing insights and advice in areas requiring analytical and technical skills. Develop and implement strategies for efficient payroll and benefits management. Coordinate with program teams and directors to ensure engagement and alignment with organizational goals. Compliance and Risk Management: Manage 401(k) reporting, workers' compensation, insurance census, and audits. Create, recommend, and keep company policies current, in line with best practices and regulatory changes. Provide counsel consistent with company policies, legal considerations, and best practices. Maintain up-to-date knowledge of trends and regulatory changes in HR, talent management, and employment law. Advise managers on organizational policy matters, such as equal employment opportunity, recommending necessary changes. Benefit Administration: Ensure benefit packages that align with organizational goals and employee needs. Plan and execute open enrollment periods efficiently. Manage the benefit administration systems, ensuring accuracy and compliance. Oversee benefit enrollment processes, assuring accuracy and completeness. Communicate effectively with employees about compensation, benefits, and other aspects of their employment. Analyze and modify compensation and benefits policies to ensure competitiveness and legal compliance. Research and propose competitive base and incentive pay programs to attract and retain top talent. Ensure salary reviews and recommendations are consistent with the salary administration structure and policy. Team Leadership: Manage and mentor the payroll coordinator and benefits team, fostering a high-performance culture. Qualifications: Bachelor's degree in Human Resources, Business Administration, Finance, or related field required. Minimum of 3-5 years of progressive experience in benefits and payroll management. Strong leadership skills with 3-5 years of experience leading and developing a team. In-depth knowledge of federal, state, and local employment laws, with a focus on California-specific regulations. Experience in a similar-sized organization or non-profit sector is advantageous. Proficiency in HRIS and payroll systems, including ADP, Jaz HR systems, Kronos, Banner, or similar software. Preferred certifications: PHR/SPHR, CPP, CEBS, SHRM-CP/SHRM-SCP. These demonstrate competency in the HR field, specific expertise in payroll practices and regulations, benefits specialization, and a broad understanding of HR practices. While not required, bilingual abilities in English and Spanish are considered beneficial. Proficiency in MS Office Suite. Demonstrated experience in working with ethnically and culturally diverse communities, along with a comprehensive understanding of the unique needs of high-need areas in Los Angeles, including knowledge of the existing educational systems, youth development principles, and related programs. Proof of COVID-19 vaccination is required for all employees engaged in in-person work with staff or clients. Valid LIVE Scan, TB Clearance, and CPR Certification (provided by Woodcraft Rangers). Skills: Outstanding leadership capabilities, able to manage multiple projects concurrently. Competence in training and leading staff, with effective participation in conferences. Exceptional verbal and written communication skills, proficient in articulating complex ideas to various audiences. Innovative mindset, always eager to bring new ideas and creative solutions to challenges. Exceptional attention to detail, ensuring accuracy and thoroughness in all aspects of work. Strong self-motivation and self-learning abilities. Ability to work effectively both independently and within a team environment. Strong multitasking skills with a focus on managing multiple projects simultaneously. Consistent display of poise and professionalism in all situations. Regular exposure to a computer monitor during work. The typical noise level of a standard work environment. Stable internet access is required for effective work-from-home performance.
