Our services include care coordination, clinical and pharmacy services, mental health, housing, and nutrition. Position Summary: The full-time Substance Use Treatment Program Manager will be responsible for the operations of the Substance Use Treatment programming at Damien Center, including the Intensive Outpatient Program (IOP) and the day-to-day oversight of the Comprehensive Access to Recovery and Empowerment (CARE) Program. The CARE program is part of SAMHSA's "Minority Aids Initiative: High Risk Populations" grant, seeking to effectively end the HIV epidemic through reducing the spread of HIV by treating substance use disorders among high-risk populations, focusing on effected racial and ethnic minorities. This position will provide direct clinical supervision and oversight to all IOP staff, including IOP therapists and Certified Peer Recovery Coaches. The Substance Use Treatment Program Manager will also engage clients in direct service as necessary to support programming, including performing assessments, facilitating group therapy, and individual/family therapy sessions. The Substance Use Treatment Program Manager must be licensed in the state of Indiana, be able to work independently, and have experience providing direct treatment services/interventions for substance use disorders and co-occurring disorders. The ideal candidate will have experience and knowledge working with the LGBTQ+ community. The Substance Use Treatment Program Manager will follow best practices of the profession including all ethical requirements. This person will adhere to Damien Center's policies and procedures pertaining to clients' rights and confidentiality, including all HIPAA protections. Duties and Responsibilities: This job description describes the general nature and level of work performed by employees assigned to this position. It should not be construed as an exhaustive list of all required duties, responsibilities, and skills. Provides broad oversight and leadership for Intensive Outpatient Program and CARE Program, developing overarching strategies to systematically improve care and services. Establishes quality improvement benchmarks, performance expectations, and opportunities for development for all IOP staff, tracking their processes and outcomes accordingly. Oversees program development and service implementation in conjunction with Director of Mental Health, including the implementation of specific interventions used in IOP, and the hiring/onboarding of personnel. Develops strategic growth initiatives, generates project reports, outcome documents and cost-benefit analysis, consistently reporting data to the Director of Mental Health and leadership teams as appropriate. Collaborates with the Director of Mental Health and Finance team to oversee programming budget, providing regular spending and status updates to organization leadership. Maximizes grant utilization by maintaining an active knowledge of grant requirements, as well as county, state, and federal regulatory standards of care. Serve as primary contact for and maintain regular communication with Grant Project Officer and Grant Management Specialist to support grant funded programming and ensure compliance with grant requirements. Responsible for planning and leading quarterly CARE program Client Advisory Board (CAB) meetings. Engages in evaluative and quality assurance activities to ensure professional accountability to the agency, funders, and clients served. Tracks client enrollment, including patient referrals and retention, in all Substance Use Treatment programming. Facilitates ongoing IOP team meetings to generate feedback into process improvements, and standardization of policies and procedures. Assists as needed in the implementation of IOP programming, providing direct services in both group and individual therapy settings. Develops comprehensive, individualized service/treatment plan for clients as needed by assessing medical, psychological, and service needs, as well as soliciting client feedback, input, and agreement. Coordinates services required to implement treatment plan, monitors clients to assess efficacy of treatment, re-evaluates at regular intervals and adjusts plan as needed. Assists with collection and documentation of urine drug screens as needed for IOP program participants. Provides substance abuse counseling and treatment, including pre-treatment assessments as well as harm reduction education and prevention. Maintain client records in accordance with applicable standards and regulations, grant requirements, etc. Maintain a high level of ethical conduct regarding confidentiality, dual-relationships, and professional stature. Work collaboratively with various departments within The Damien Center, applicable outside agencies, Damien clinic staff, and Damien Center administrative personnel via team meetings, one-on-one consultations, and staff meetings. Ability to maintain competent use of electronic medical records, currently eCW. Maintain program standards of care set forth by the Department of Mental Health and Addictions (DMHA Indiana) and the Substance Abuse and Mental Health Service Administration (SAMHSA). Participate in continuing education requirements (Minimum of 20 CEs per year), continue to enhance and develop knowledge in area(s) of expertise and/or interest, as well as build on use of modalities to meet various needs of clients. Attend ongoing professional staff development programs, workshops, and presentations. Provide high quality, compassionate, and ethical outpatient mental health therapy to clients. Secure client private health information per HIPAA standards, policy, and procedures. Working Hours: Monday - Thursday: 8:30am - 5:30pm and Friday: 8:30am - 3:00pm with an hour break included. Some flex time available depending on circumstances. Education and/or Experience Master's Degree in mental health field required. Active clinical licensure in the state of Indiana required (LMHC, LMFT, LCSW, LCAC). Advanced knowledge and skills in community-based mental health and substance use treatment required. Three years of experience working with individuals with substance use disorders and co-occurring disorders required. Experience in a supervisory role preferred. Knowledge of LGBTQ+ culture and societal/family challenges is required. *Work or lived experience may substitute for education requirements on a case-by-case basis. Supervisory Relationships: This position will report directly to the Director of Mental Health and will oversee the Intensive Outpatient staff, including IOP Providers and Certified Peer Recovery Coaches. Knowledge, Skills, and Abilities: Possess superior organizational and administrative skills. Excellent interpersonal and communication abilities. Excellent computer skills in a Microsoft Windows environment. Ability to work independently and achieve high standards of productivity, achieving deadlines and with superior product results. Strong calendaring, organizational, and document management skills required. Proactive approach to solving problems and communicating to leadership. Knowledge of office management systems, procedures, and office equipment required. Excellent time management skills and ability to prioritize work.
