Description/Special Instructions The City of Elk Grove is now accepting applications for the position of REAL TIME INFORMATION CENTER MANAGER The City of Elk Grove is currently recruiting for its next Real Time Information Center Manager! The Real-Time Information Center (RTIC) leverages multiple technology platforms to provide the most up-to-date information and intelligence to stakeholders within the Police Department and City. The RTIC functions as the Department Operations Center during critical events, as well as our emergency management branch of the City. The ideal candidate will have a proven track record of leading and developing high-functioning teams, possess strong leadership qualities, have an analytical mindset, and a dedication to quality service. Experience in emergency management is highly desired. Representative Duties Under general direction, plans, develops, organizes, implements, and performs the daily oversight of the services and activities of the Police Department's Real Time Information Center and functions as the coordinator of the City's Emergency Response and Preparedness program. This classification supervises staff assigned to the Police Department's Real Time Information Center. Duties include coordinating with a variety of public safety and emergency management agencies, City departments and other entities to promote effective operations. Trains and directs staff in the monitoring, operating, and interpreting of multiple interactive technological systems regarding emergency and criminal calls for service; acts as an advisor to City executives in the role of coordinating emergency response and preparedness activities; and other related duties as assigned. Representative Duties The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Oversees, develops, organizes, supervises, reviews, and participates in the work of staff responsible for performing a variety of program and project activities in the Police Department's Real Time Information Center. Oversees and coordinates emergency service activities including?developing, implementing, and maintaining the City's emergency preparedness and disaster relief programs; oversees and directs a variety of emergency related community education programs including disaster preparedness programs. Develops and implements goals and objectives as well as policies and procedures; makes recommendations for changes and improvements to existing standards; monitors work activities to ensure compliance with established policies and procedures. Develops job specific operations, directives and technical manuals as needed for the Police Department's Real Time Information Center and Emergency Response and Preparedness programs. Plans, schedules, and?assigns work of assigned staff and volunteer workers, sets priorities, and follows up to ensure coordination and completion of assigned work; participates in selection decisions, evaluates employee performance, counsels employees, and recommends initial disciplinary actions. Establishes schedules and methods for providing services; identifies and reviews resource needs with appropriate management staff; and allocates resources accordingly. Participates in the preparation and administration of program budgets; submits budget recommendations; monitors expenditures; identifies and obtains grants and other outside funding sources to support programs. Coordinates requests or inquiries made by outside entities/agencies involving cameras/digital evidence; responds to difficult, complex, and/or sensitive matters regarding Real Time Information Center activities; ensures all systems, including cameras, are used for law enforcement or public safety purposes consistent with department policy. Researches and stays current on legal opinions and rulings, regulations, best practices in policies, procedures, technology, and training to ensure that the rights of individuals, EGPD employees and the City are protected. Advises City leadership during critical events, crises, and disasters; responds to and assists in coordination of emergency situations; provides emergency planning consulting services to various City departments, local businesses, community groups and other agencies. Interprets laws, regulations, codes, and provisions for assigned staff and the general public. Maintains records and develops reports concerning new or ongoing programs and program effectiveness; maintains records for disaster relief programs; prepares and maintains a variety of reports, memoranda, and correspondence; prepares statistical reports, interagency agreements, contracts, or memoranda of understanding for services, as required; makes presentations as necessary. Establishes and maintains effective working relationships with co-workers, public safety personnel, representatives from other governmental departments and agencies, vendors, contractors, consultants, sworn personnel and members of the general public. Deals positively with confrontation and controversial issues. Attends and participates in professional group meetings; maintains awareness of new trends and developments in the area of emergency preparedness, disaster relief, and real time crime information; incorporates new developments as appropriate into programs. Performs related duties as required. Qualifications QUALIFICATIONS The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Organization and management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of the emergency preparedness, disaster relief, and real time crime information programs. Principles and practices of organization, public administration, and management. Budgetary systems and procedures and basic principles of municipal budget preparation and control. Applicable federal, state, and local laws, codes, and regulations. Principles and practices of real time information center operations and emergency preparedness, disaster relief and emergency response. Methods and techniques of effective technical report preparation and presentation. Recent developments, current literature, and sources of information related to real time information center operations and emergency preparedness, disaster relief and emergency response. Organization and operations analysis techniques. Principles and practices of leadership, motivation, team building and conflict resolution. Principles of supervision, training, and performance evaluation. Operational characteristics of equipment in an emergency operations center and real time information center. Standard radio broadcasting procedures and rules; radio codes currently used by the Elk Grove Police Department. Functions of the Police Department and other City departments. Ability to: Demonstrate political acumen by representing the City professionally at all times, dealing positively with controversial issues, facilitating community participatory decision making to resolution, and gaining cooperation through discussion and persuasion. Exercise initiative and independent, astute judgment in sensitive situations. Write clear, organized reports and make effective oral and written presentations. Supervise, select, train, direct, coordinate, and evaluate the work of assigned staff. Develop, recommend, and implement goals, objectives, policies, and procedures for providing real time information center and emergency response and preparedness services and activities. Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities. Participate in the preparation and administration of assigned budgets. Think quickly, calmly, and clearly in emergency situations. Perform multiple tasks simultaneously. Operate a variety of telecommunications receiving and transmitting equipment including radio transmitting communication equipment and computer equipment; speak clearly and concisely in an understandable voice via radio and telephone and in person. Operate specialized public safety computer systems and applications. Read and interpret maps and other navigational resources and give directions. Work under pressure, exercise good judgment, and make sound decisions in emergency situations. Design and implement comprehensive real time information center and emergency response and preparedness programs; plan, organize, and implement complex projects and assignments. Identify organizational and operational problems, analyze problems, and recommend appropriate solutions to problems. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service. Maintain confidentiality of any proprietary information provided by or used in the process of recruiting prospective and/or existing businesses. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: Equivalent to a Bachelor's Degree from an accredited institution with a major study in criminal justice, public safety, emergency management, public administration, or related field. Must complete FEMA Emergency Management Institute course IS 100 - Introduction to the Incident Command System within ninety (90) days of appointment. Completion of FEMA course IS 100 - Introduction to the Incident Command System, FEMA course IS 200 - Incident Command System for Single Resources and Initial Action Incidents, FEMA course IS 300 - Intermediate Incident Command System for Expanding Incidents, FEMA course IS 700 - NIMS, an Introduction, and FEMA course IS 800 -National Response Framework, an Introduction are desirable. Experience: Three (3) years of increasingly responsible incident command, critical incident response, intelligence, or emergency management and disaster response experience, including one (1) year of lead or supervisory experience. License or Certificate : Possession of an appropriate, valid driver's license.
