POSITION SUMMARY The Director of Public Works / Development Services reports directly to the Mayor and receives general administrative direction from the Mayor as CEO, and acts on City Council motions. The Director of Public Works is responsible for all public works and development activities of the city including Streets, Parks, Facilities and Equipment Maintenance, Engineering, Planning, Zoning, Permits, Inspections and Economic Development. This position coordinates assigned activities with other city departments, outside agencies and provides highly responsible and complex administrative support to the Mayor, City Council, Planning and Zoning Commission, and Stafford Economic Development Corporation. ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all responsibilities, duties, and skills required. This description is subject to modification as the needs and requirements of the position change. Plans, directs and administers the daily operations of the department Prioritizes, assigns and manages ongoing maintenance projects. Provide staff assistance to the Mayor, City Council, Planning and Zoning and SEDC; prepare and presents staff reports at meetings and communicates through appropriate correspondence. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works administration Assists direct reports in the supervision and career development of department personnel. Conducts safety investigations within the City including road conditions, and traffic control safety. Develops long and short-range plans, goals and objectives to meet the demand for services. Responds to inquiries and complaints from residents, vendors, contractors and consultants. Conducts field inspections of work in progress or upon completion. Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. Assess and monitor the City's infrastructure to provide adequate levels of public service both for existing systems/networks and new developments. Responsible for the overall success of the department by performing other duties as assigned. Subject to 24 hour recall: The City reserves the right to require an employee in this position to work overtime including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens). In the event of an emergency and/or a required evacuation, the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position. KNOWLEDGE, SKILLS & ABILITIES: To perform in this position successfully, and individual(s) must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. At time of application and duration of Operational characteristics, services and activities of a compre­hensive public works program. Management skills to analyze programs, policies and operational needs. Current trends and developments in the field of construction and prepare revisions to codes, ordinances and local regulations. Principles and procedures of facility maintenance. Explains, interprets, and provides guidance regarding all applicable building, construction, and development codes to architects, engineers, contractors, developers, and property owners. Principles and practices of municipal budget preparation and adminis­tration. Principles of supervision, training and performance evaluations. Pertinent Federal, State and local laws, codes and regulations. Prepare clear and concise administrative and financial reports. Prepare and administer large and complex budgets. Analyze problems, identify alternative solutions, project conse­quences of proposed actions and implement recommendations in support of goals. Research, analyze and evaluate new service delivery methods, procedures and techniques. Interpret and apply Federal, State and local policies, procedures, laws and regulations. Communicate clearly and concisely, both orally and in writing and make informative and thorough presentations to City Council and other bodies. EDUCATION, EXPERIENCE AND TRAINING (Certification/Licensure): The preferred way to obtain the minimum knowledge, skills and abilities to perform the essential duties and responsibilities of this position are listed below. The City reserves the right to allow substitutions in the event that a candidate or incumbent exceeds requirements in one area but may be deficient in another. Bachelor's degree from an accredited college or university with major course work in Civil Engineering, Public Administration or a related field. Five years of increasingly responsible experience in public works management, construction or a related field, including three years of administrative and supervisory responsibility; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Ten years preferred. Valid Texas Driver's License ADA AND OTHER REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. Incumbents may be subjected to extreme temperatures, inadequate lighting, work space restrictions, intense noises and travel.
