ABOUT THE POSITION The Transportation Department has an opportunity for an Engineering Division Manager in Riverside. The Engineering Division Manager will play a critical role on the overall administration of the Construction Inspection Division which includes Materials Lab, Improvement and Development Projects and Pavement Management. Additionally, the incumbent will be responsible for managing varying groups from Engineering Technicians, professional Civil Engineers, Engineering Project Managers, and contract consultants. The Division Manager must be a diplomatic leader skilled in conflict resolution and result driven with excellent written and oral communication skills, as they will be representing the County at various public engagements, possess a construction inspection background, and have the knowledge of local, state and federal construction guidelines. All candidates must possess a Professional Civil Engineering license issued by the State of California Board of Registration for Professional Engineers and at least 5 years of supervisory or management experience. This class is characterized by the high level of responsibility for the management of specialized and technical functions of a division of the Transportation Department. Incumbents report to the Deputy Director of Transportation. This class is distinguished from the Deputy Director of Transportation by the latter's responsibility to assist in the administration and operation of the Transportation Department. Meet the Team! The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory. EXAMPLES OF ESSENTIAL DUTIES • Plans, organizes, directs, evaluates, and coordinates the work of a major division of the Transportation Department engaged in providing engineering planning, engineering designing, engineering services, or land survey function, or plans, organizes, directs, evaluates, and coordinates the work in the Engineering Division of the Building and Safety Department. • Directs and reviews work of subordinate supervisors and employees for accuracy, completeness and overall technical competency. • Establishes division policies and procedures; interprets applicable laws, rules, and regulations pertaining to division functions; evaluates pertinent legislative changes and impending changes. • Directs compilation of budget data and control of expenditures. • Schedules major activities to assure most effective use of personnel and equipment. • May be required to perform technical engineering work in complex or controversial situations; directs the preparation of detailed and comprehensive technical reports. • Coordinates the work of the division with other divisions of the department, other departments of the County, and public and private agencies. • Represents the department at meetings, conferences and seminars. MINIMUM QUALIFICATIONS Education: Graduation from an accredited college or university with a Bachelor's degree in civil engineering, environmental engineering, geology, planning, transportation planning, public administration, architecture, or closely related field. Experience: Six years of professional engineering experience, two years of which must have been in an engineering supervisory capacity in the appropriate specialty for the division assignment. Knowledge of: Principles and practices of professional engineering or land survey methodology especially as they apply to the individual functions of the division to which assigned; pertinent State and federal standards and funding considerations; federal, State, and local funding sources and requirements and their impact on division activities; laws, rules, and regulations pertaining to division projects and activities; principles and techniques of modern management, organization, budgeting, and personnel management. Ability to: Plan, organize, direct, evaluate, and coordinate the work of professional, technical, and clerical staff; analyze complex, technical, and administrative problems and adopt an effective course of action; supervise the conduct of comprehensive studies and preparation of reports including recommendations; make effective presentations to, and participate in a variety of meetings and conferences with other governmental agencies and the public; ability to establish and maintain cooperative relationships with those contacted in the course of work. Other Requirements License/Certificate: Possession of a valid certificate of registration as a Professional Engineer issued by the California State Board of Registration for Professional Engineers. The employee contribution is eight (8%) percent. * Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent. * Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024. ANNUAL LEAVE (Bi-Weekly Accrual): 0 108 or more months = 12.00 Hours Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours. -Annual Leave for Unrepresented Management Attorneys: Maximum Annual Leave accumulation is 2,000 hours. BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances). BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase. LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay. POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit. OTHER: There may be other benefit provisions as specified in the applicable Memorandum of Understanding, Management Resolution, or Salary Ordinance.
