Job Type: Officer of Administration Bargaining Unit: Regular/Temporary: Regular End Date if Temporary: Hours Per Week: 35 Standard Work Schedule: Building: Salary Range: $105,000-$115,000 The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting. Position Summary Reporting to the Director of Budget and Finance, the incumbent is part of the Pediatrics Finance team and provides a wide range of fiscal operations. As a member of the Finance team, the incumbent will collaborate with the Director and other members of the department in strategic planning related to financial operations. The manager for budget and finance will manage the day-to-day business operations and financial transactions including but not limited to journal entries, contract invoicing, and financial closings/reconciliations, assist with the management and oversight of the annual and quarterly budget submission process, as well as the financial reporting. The incumbent will be responsible for the direct supervision of 2-3 full-time officers of administration. Options will be discussed during the interview process." Responsibilities Supervise and coordinate monthly, quarterly, and annual accruals and closing process. Assist the director in coordinating the fiscal year closing process with a coverage strategy approved by the CFO. Malpractice and Fellows support management; including annual certification and monthly chargeback/adjustments. Oversight of payments and reconciliation of payments related to clinical assessments and loan programs. Oversight of billing related to all internal and external agreements, including but not limited to medical service agreements, subcontracts with NYPH, and NYPH special funds. Develop and implement charge-back mechanisms as related to the Department's centrally incurred expenses/ outflows such as Funds Flow charges and clinical session operations. Provide support with the preparation and analysis of department business plans and financial forecasts, for both NYP and CU. Assist with the annual budget submission process including coordinating the creation and update of annual budget templates for the various divisions, assist with parameters questions, submit the final budget in the budget tool, and provide necessary supporting reports to the Director and CFO. Assisting in the development of revised department financial forecasts for the current budget year as well as multi-year financial estimates Serve as a central liaison for the CUIMC Development team in managing new gift processes, handling revenue not meeting the criteria for gift, and approving ARC transactions processed by the team. Reviewing the department's quarterly financial performance against budget, identifying significant variances, and working with departments to develop recommendations to make necessary adjustments. Supervise account management and maintenance including the creation of new chart fields for new funds and to streamline accounting/reporting including set-up chart strings for new gifts/endowments. Oversight of management and tracking of Recruitment Accounts. Support for budget development and performance tracking including budget vs. actual reports, overdraft reports, and funds availability. Providing support and training to divisions in their preparation of budgets, FMV documentation, NYP Analysis reports, and other matters as required. Supervision and training of two to three full-time employees. Perform other related duties and responsibilities as assigned/requested. Minimum Qualifications Bachelor's degree required or equivalent in education and experience, plus 4 years of related experience. Other Requirements Must have excellent interpersonal, communication, and organizational skills. Rigorous diligence and accuracy are essential. Ability to establish priorities, work under pressure, and exercise independent judgment and discretion is necessary. Ability to react quickly and effectively to other inquiries from a variety of management levels with comprehensive and accurate information in a wide variety of contexts and changing priorities is needed. Must possess quantitative skills with extensive knowledge and proficiency in data analysis and reporting using Excel. Preferred Qualifications Experience in higher education or other large, complex institutions is desirable. Familiarity with Columbia financial systems, particularly the Accounting at Columbia (ARC) system, is also highly desirable, along with experience with running financial reports for project reconciliation, and budgeting in the University Budget Tool. Degree preferably in a finance related discipline. Master's degree preferred.
