Job DescriptionThe Real Estate Risk Sr Grp Mgr leads the Collateral Risk Management function for US Mortgage. The team is responsible for appraisal review for all US residential real estate, appraisal independence, appraisal bias, and appraisal management company/appraiser quality. Requires thorough understanding of strategic direction of the mortgage business and appraisal industry, combined with a solid conceptual/practical grounding in both areas. Excellent communication skills are required in order to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary. Responsible for determining and implementing functional strategy. Responsible for ensuring the collateral management program for mortgage complies with all regulations and global policies, this includes collateral functions inside and outside of the team’s purview. Full management responsibility including management of people, and planning, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations. Responsibilities: - Manages a team that oversees collateral risks taken in connection with real estate lending; including but not limited to valuation review, sub-servicer valuation oversight, valuation quality, appraisal independence, and collateral management oversight.- Strategically applies analytical thinking and subject matter expertise of real estate and appraisal.- Subject matter expert and point of authority on all residential real estate collateral topics, including but not limited to appraisal practice and regulation, USPAP, appraisal review practices, Automated Valuation Models, lien perfection and release. - Responsible for overall quality of appraisals for properties taken in as collateral in conjunction with real estate lending, including monitoring and actions taken for both Appraisal Management Companies and appraiser panels. - Able to apply technical collateral management knowledge into practical applications, processes, and policies to achieve high quality results.- Provide leadership through planning, organizing, coordinating, and monitoring activities.- Proactively identify and resolve collateral related issues as they arise across the mortgage business.- Interact with Audit and Risk Review personnel and with external regulators during their periodic reviews.- Responsible for ensuring the review team has sufficient capacity and expertise to properly assess the quality of the valuations.- Stay ahead of the market with an understanding of the appraisal industry related changes and emerging risks.- Represent Citi on industry topics such as appraisal bias, investor appraisal requirement changes, and industry changes on reconsideration of value. Ensure Citi processes meet or exceed expectations.- Identify and analyze complex situations that create risk and legal liability for Citi.- Applies applicable US and local regulations & guidelines, as well as investor and Citi global policy requirements.- Builds and monitors performance results that are relevant to the areas covered; understands how they are collected; identifies deviations for acceptable levels/trends.- Responsible for hiring, compensation, performance appraisals, staff development, training, etc.- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards. Qualifications: - 10-15+ years previous risk experience required- Possess complex and diverse knowledge of financial services, knowledge of Citi is a plus. Excellent ability to communicate and influence in a cross functional environment. Experienced negotiator (internally and externally) and knowledgeable in operational process.
