Public Health Strategist SUMMARY: The Public Health Strategist reports to the Executive Director Division of the Oklahoma City-County Health Department (OCCHD). The employee is responsible for ensuring that population health activities are targeting community health needs and build effective working relationships with healthcare partners and other sectors that affect the social determinants of health. The incumbent utilizes leadership, analysis, communication, policy development, program planning, knowledge of basic public health sciences, financial planning and management skills to develop, implement and evaluate health systems within Oklahoma City and Oklahoma County. PRINCIPLE DUTIES AND RESPONSIBILITIES: This is a summary of the duties and responsibilities commonly found within this classification. All employees must maintain a commitment to the OCCHD's mission, vision and strategic goals. This summary is not meant to be all-inclusive, thus, other related activities or tasks may be assigned. This position functions at the leadership level (Tier 3) as defined by the Council on Linkages Core Competencies for Public Health Professionals in the Program Development area with integration of all Core Competency Domains. An emphasis on the following domains is important in this role: Analytic Assessment Skills Policy Development/Program Planning Skills Communication Skills Cultural Competency Skills Community Dimensions of Practice Skills Public Health Sciences Skills Financial Planning and Management Skills Leadership and Systems Thinking Skills ESSENTIAL JOB FUNCTIONS: Ensures that population health activities are targeting community health needs and build effective working relationships with healthcare partners and other sectors that affect the social determinants of health. Identifying and defining local public health issues. Directing agency planning efforts. Directing and supervising work of staff. Working with the Executive Director in analyzing and developing division budget. Negotiating contracts. Representing the agency at various meetings and functions. Generating statistical studies and reports, correspondence and memoranda. Making presentations to a wide variety of groups. Implementing and evaluating programs. Researches and identifies government and private funding prospects. Secures application materials, information and supporting documents in response to solicitations. Generates revenues for agency programs and services through timely submission of well-researched, well-written and well-documented grant proposals. Writes reports to government, foundations and other funders. Monitors funding implementation and ensures compliance to grant proposals with grantor standards and requirements. Acts as a team leader with program staff in the strategic planning/goals departments. Responsible for developing, evaluating and monitoring grant program. Identifies funding opportunities and new program areas to match agency priorities, using research tools. Serves as a liaison to all funding agencies or partnering organizations. Monitor, track and analyze successful and unsuccessful submissions and propose methods for improvement. Engages Administrators, Managers, Officers, Directors, Deputy Directors, and other potential partners to develop objectives for each grant. Special projects as needed. Responsible for the Public Health accreditation effort. Must have general knowledge of the accreditation process including strategic planning, data management, and quality improvement. May be utilized as a source by other agencies in the accreditation process. Responsible for strategic planning for OCCHD and making recommendations. Accountable for program evaluation and making recommendations. In charge of quality initiative. Driving to off-site locations to perform job duties as needed. Completes required training in support of duties and responsibilities of this position. At the direction of OCCHD Executive Director or designee, the employee will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Preparedness and Response Program Team (i.e. Bioterrorism Response Program). Also, as a member of the Emergency Preparedness and Response Program Team, the employee is required to complete all necessary emergency responder training and may be designated as a member of the first-responder team. In accordance with our designation of a PHAB Accredited health department and explicit commitment to a culture of continuous quality improvement, employees will receive Quality Improvement (QI) training deemed necessary by their supervisor. QUALIFICATIONS/REQUIREMENTS: -Minimum of a Master's Degree in a health-related discipline preferred -Ten years professional planning and development experience preferred -Five years supervisory experience preferred -Valid Oklahoma driver license required SKILLS AND ABILITIES: -Skill in using appropriate equipment and software (i.e. prefer Microsoft Word, Excel, PowerPoint, etc.) -Excellent technical writing and editorial skills -Statistical analysis skills and research techniques -Ability to interpret and apply complex public, private and non-profit, program guidelines and regulations -Skill in developing partnerships with organizations and individuals -Skill in developing, directing and evaluating public health programs -Skill in supervising personnel -Skill in developing and administering budgets, policies and procedures -Skill in making public presentations -Skill in communicating with persons from diverse backgrounds using tact and diplomacy -Ability to deal with public tactfully and courteously -Ability and willingness to maintain confidentiality -Ability and willingness to follow established policies and procedures -Ability and willingness to develop and maintain effective working relationships -Ability and willingness to assume responsibility for work product -Knowledge of public health promotion principles, practices and trends WORKING CONDITIONS: -Primarily indoors in climate-controlled building -No smoking or use of non-smoking tobacco products is allowed at anytime while conducting agency business or in agency vehicles -No use of cell phones or the use of electronic wireless communications devices used to write, send or read a text-based communication while driving a motor vehicle on agency business -Subject to frequent local travel -Occasional out-of-town travel -OSHA category: performs tasks that involve no exposure to blood, body fluids, or tissues PHYSICAL REQUIREMENTS: -Arm/hand steadiness and digital dexterity enough to operate a personal computer -Vision enough to read and draft written communications such as computer printouts, reports, correspondence, rules and regulations, journal articles, etc., as well as print on computer monitor -Flexibility and coordination enough to operate a motor vehicle as needed -Speech and hearing enough to communicate with others, both via telephone and face-to-face, and to make public presentations WORKING RELATIONSHIPS: This position requires constant contact with other employees at all levels, health-care providers, various public and private sector representatives, legislators, executives, and city and county officials; and, occasionally with clients. The employee may be required to occasionally deal with hostile persons. SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY: The employee reports to theimmediate supervisor and performance is evaluated by the successful completion of goals and objectives. Work product is subject to occasional review, but the employee generally performs independently in the administration of the duties and responsibilities of the position within the parameters of legal requirements and OCCHD policies and procedures. The employee is responsible for working with the Leadership Team in the overall direction and operations of the agency-wide program evelopment, implementation and valuation. The employee has ccountability for budget, money and materials; and the employee makes recommendations which result in the expenditure of ignificant funds. OTHER DUTIES AND RESPONSIBILITIES: -Must have an operating vehicle available for use when field duties are required -May be required to take the smallpox vaccination, and other vaccinations or inoculations, as a member of the first-responder team. -May be required to work occasional nights and weekends Employees who fall into the following categories are in conditional employment positions: a) Executive Management; b) Deputy/Assistant Directors; c) certain other OCCHD employees individually designated by position number whose salaries, benefits, and/or overhead are based on revenue generating contracts, grants, or fee-for-service revenue.
