City Engineer $75,000/Annually depending on qualifications: Full-Time + employer paid benefits package (medical, dental, vision, life, vacation leave, sick leave, retirement)Summary: Highly responsible administrative and professional work directing the functions and staff in the development design, construction and implementation of municipal and capital projects. Reviews land development plans.Essential Duties and Responsibilities: The following are not to be construed as an exclusive or all-inclusive listing of skills and abilities required to perform the job. Contributes to the development and accomplishment of home team work-plans. Identifies the Key Functions of the division/department. Develops a cyclical process for each Key Function using the PDCA methodology. Deploys each Key Function Process to relevant staff within the division/organization. Implements the department/divisions Key Function Process. Systematically evaluates, and if appropriate updates, each Key Function Process. Demonstrate competent knowledge of all applicable policies, codes, ordinances, regulations and statutes. Prepares annual evaluations and mid-year reviews completed on-time for those supervised. Responsible for overseeing and managing the Right-of-Way (ROW) permitting process for both residential and commercial applications to include issuing permits, multiple inspections and closing permits. Performs and/or supervises on-site ROW permit inspections. Responsible for divisional maintenance and timely input of relevant data into the E-Gov system. Coordinates with Code Compliance regarding ROW violations. Supervises staff responsible for the preparation of a variety of estimates, designs, and specifications for a variety of capital improvement projects conducted by in-house staff and consultants. Prepares engineering plans and specifications for various in-house new construction and repairs including preparation of permit applications for various permitting agencies. Investigates and takes corrective actions on drainage, paving, traffic and lighting complaints. Provides technical engineering assistance to other departments as directed by supervisor. Serves as project engineer/manager on capital improvement projects and in-house construction/repair projects. Coordinates the activities of City, State and Federal agencies as well as contractors and other municipalities. Meets with citizens and community groups and appears before City Council and advisory boards as necessary. Manages complex grant projects including CDBG, managing payment and reimbursement schedules in compliance with CFR 200 (Federal Guidelines). Participates in damage assessment following storm events. Reviews and approves subdivision, site and construction plans, and specifications for code conformance to established departmental standards, policies and sound engineering principles. Prepares project updates and five-year capital improvement plans for approval by City Council. Experience in and ability of manage FDOT LAP projects including consultant procurement design approval, project management and reporting. Prepares RFBs, RFPs, and RFQs as assigned or required. Performs all other related duties as assigned. The duties listed above are intended only as illustrations of the various types of work that maybe performed. This position is on call 24 hours a day, 7 days a week and is expected to respond to the worksite after hours and on weekends when necessary.Other duties as assigned.Knowledge, Skills and Abilities: Comprehensive knowledge of modern practices, techniques, methods, procedures, and principles of engineering. Thorough knowledge of the care and use of all types of engineering equipment and instruments. Ability to manage people; resolve technical and personnel problems; and communicate effectively both orally and in writing. Knowledge of the principles and practices of personnel and finance administration. Ability to plan, direct, supervise, coordinate, organize and inspect engineering department activities and plans. Ability to prepare technical reports, estimates, and construction and cost records. Ability to address public and private groups on subjects relative to engineering administration. Ability to establish and maintain effective relationships with employees, city officials, and the public. Knowledge of departmental policies, procedures, and practices. Skill in using highly technical computer applications, such as GIS or CAD. Ability to make independent judgments in absence of supervision within the scope of respective job duties and tasks. Ability to acquire and expound on knowledge of topics related to primary occupation. Ability to utilize mathematical formulas; add and subtract, multiply and divide totals; determine percentages; and determine time and weight and interpret same as may be appropriate. Ability to interact with people (staff, supervisors, general public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results. Ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests and high customer demand.Supervisory Responsibilities: Supervises Engineering Staff (Engineering Assistant, Stormwater Management Specialist/Floodplain Manager). Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.Qualifications: Education and Experience: Bachelor's Degree in Civil Engineering or a related field, Florida Professional Engineering License, and seven (7) years of work experience; two (2) years of which must have been in administrative and supervisory capacity.Licenses or Certifications: Valid Florida Class E driver's license and Florida Professional Engineer license.Special Requirements: E-Gov experience preferred.Miscellaneous InformationPhysical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
