The Director of Community Development is a department head with responsibility for policy development, program planning, departmental budget administration, and operational direction of the City's Community Development Department. This position also serves as a liaison to developers, property owners, engineers, architects, contractors, and external organizations on development-related matters. Responsible for s upervision over subordinate supervisory, professional, technical, support personnel and other service providers. A Day in the Life: Serves as advisor to the City Manager on departmental policies, strategies, and programs that promote quality and economic vitality. Provides professional oversight, direction, and integration to multiple aspects of land development including comprehensive planning projects, land use and zoning regulations, subdivisions, annexations, historic preservation, and neighborhood revitalization. Researches, analyzes, and provides recommendations regarding the use of economic development programs including but not limited to Tax Increment Financing, Community Improvement District, Community Development Block Grants (CDBG), Rural Housing Incentives District, and Transportation Development District Oversees the negotiation and preparation of contractual agreements necessary for the implementation of the City's economic development and redevelopment. Establishes both general policies and specific goals and objectives in the design and implementation of the City's redevelopment and economic development programs in conjunction with the City Manager. Researches, evaluates, and recommends projects and programs that will enhance and preserve the City's housing stock and economic base. Stays abreast of new trends and innovations in the field of planning, building and code inspection, redevelopment, and economic development. Closely collaborates with external partners charged with implementing City and regional marketing, business recruitment, business retention, and business expansion programs to ensure close alignment with the city's development/ redevelopment regulations, goals, and objectives. Cultivates and maintains effective long-term working relationships between for-profit, non-profit, governmental, other regional economic development entities. Represents the Community Development Department to other City departments, elected officials, and outside agencies; explains and interprets Community Development Department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues. Oversees and assigns staff support to Planning Commission, Board of Zoning Appeals, Housing Commission, Land Bank and Landmarks Commission, Building Trades Board, and other ad hoc committees. Trains staff in proper procedures and ensures proper operation of board, commission, etc. by maximum utilization of the City's resources. Organizes, hires, directs, and evaluates the performance of Department staff including establishing and monitoring performance requirements and personal development targets; and coaching for performance improvement. Works with employees to identify and resolve problems and deficiencies. Conducts research and answers citizen and developer questions regarding planning and related issues. Attends various civic events and participates on a variety of forums public hearings to explain options and recommendations on planning proposals. Oversees development, implementation, and administration of City's zoning regulations and residential and commercial building and property maintenance codes and enforcement. Analyzes and coordinates development of customer service-based development review process. Designs, implements, and fosters a clear and user-friendly one-stop development center . Leads department staff and/or vendors to enhance programs, processes, and procedures to continuously improve efficiency, effectiveness, productivity, and customer satisfaction for all services provided by the department. Prepares, administers, and recommends the Department budget; analyzes fiscal data to identify and project resource needs; obtains needed resources; monitors and approves budget expenditures. Serves as a part of City's Executive Leadership Team. The employee must work the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with subordinates, supervisors, customers, vendors and any other persons or organization with whom interaction is required to accomplish work and employer goals. The employee must be punctual and timely in meeting all requirements of performance. What You Will Need to be Successful: Education: Bachelor's degree from an accredited college or university in Planning, Architecture, Public Administration, or a closely related field. A Master's Degree in any of the above related fields is highly desirable. Experience: Minimum of four years of progressively responsible related professional experience. Employee should have a minimum of two years of increasingly responsible supervisory/managerial experience. Certifications/License: A valid Kansas driver's license and acceptable driving record is required. American Institute of Certified Planners (AICP) and Economic Development related credentials desirable. The City of Hutchinson employs over 400 employees that serve our community every day.
