SUMMARY: The purpose of this position is to provide facility maintenance for the Rockwall County Detention Center; supervise inmate workers and maintain equipment. This is accomplished by performing a variety of skilled carpentry repair; remodeling; construction; plumbing; electrical and HVAC on county buildings, grounds and equipment. ESSENTIAL JOB FUNCTIONS: Oversees the inmate workers on assigned projects by assigning work and reviewing and evaluating work in progress. Receives calls for troubleshooting on building and mechanical systems; and reviews requests for service. Plans labor and material needed for designated maintenance and repair projects, which may include meeting with appropriate County staff to determine needs; reads blue prints; maintains records regarding time, materials and equipment usage. Determines the need for outside contractors; assists in preparation of bid specifications and the selection of contractors; serves as liaison with contractors and reviews work of contractors for conformity to standards. Oversees and participates in electrical repairs to County buildings, fixtures and equipment; tests circuits to locate problems; replacing switches, outlets and ballasts; repairs and replaces motors and pumps; installs and repairs exhaust fans, relays, pressure switches; pneumatic/electric devices and related tasks. Oversees and participates in the preventative maintenance and monitoring of the operation of heating and air conditioning (HVAC) units; checks/cleans/changes filters; adds water loop chemicals; troubleshoots problems; cleans evaporators and condenser coils; changes belts and motors; installs and repairs water pumps; lubricates bearings and monitors the operation of air handler units. Schedules, assigns and performs grounds maintenance functions such as mowing grass; trimming lawns and shrubs; raking; blowing leaves; shoveling snow; spreading salt; patching holes in asphalt; repairs sidewalks and curbs and performs other tasks as assigned. Performs specialized repairs to mechanical equipment such as security systems; installs and maintains electronic and manual locking systems and electronic security video surveillance systems. Participates in preventative maintenance program for all mechanical equipment. Maintains emergency standby power and performs weekly/monthly testing on all emergency generators. Performs on-call duties for after-hour emergencies; accesses the nature of emergency and performs maintenance repair or contacts appropriate supervisor/staff to resolve the problem. Responsible for transportation of inmate workers to and from worksite. Performs other duties as assigned. SUPERVISORY/BUDGET RESPONSIBILITIES: This position supervises inmate workers and has no budget responsibility. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of jail standards related to sanitation requirements. Knowledge of HVAC, electrical, plumbing, welding, management, and closed circuit television (CCTV). Ability to operate drills; saws; welders; torches; upright mill; grinders; lawn mowers; tractors; electrical meters; vacuum pumps; recovery machines; HVAC gauges and scaffolding. Knowledge and experience with personal computer; DVR; drive docking stations; servers; Windows operating system Microsoft Word, Excel, PowerPoint, large network client; Google print; Note 3 and cell phone. Ability to repair kitchen appliances. MINIMUM QUALIFICATIONS: Experience with HVAC; electrical; plumbing; welding; CCTV. Must be able to obtain a TCOLE Jailers License. 608(c) certification required or able to obtain within first 6 months of employment Applicants must be at least 18 years of age on the date of employment. Applicants must be a high school graduate or have passed a General Education Development (GED) test indicating high school graduation level upon conditional job offer. Applicants must be a U.S. citizen and a resident of the contiguous United States for a period of time sufficient to conduct a comprehensive background investigation. Consideration given for military overseas assignments. If a military veteran, applicant must not have been discharged from any military service under less than honorable conditions and must not have been convicted of any court-martial higher than a summary. Applicant must pass all phases as required for the position being sought. Applicant must possess a current valid Texas driver's license. (Out of state applicants accepted, but current valid Texas driver's license is required at time employment begins) No Felony convictions. No Misdemeanor (A) convictions. No Misdemeanor (B) convictions in last ten years. No family violence convictions including Class (C). Applicants must have a favorable employment history. All information given regarding past employment will be thoroughly checked. Applicants must be eligible for licensing by the Texas Commission on Law Enforcement (TCOLE) if not presently licensed. The applicant must attend a 96 hour Jailer Certification course in order to receive their Jailer License. The course must be taken within one year of employment with the Rockwall County Sheriff's Department. Must successfully complete field training program. Applicants should have good communication and computer skills and also demonstrate comprehensive reading and comprehension skills. Position will usually consist of four 10-hour shifts scheduled for Friday, Saturday, Sunday and The scheduled start time of each shift can vary from day to day depending on workload and staffing Applicants must be able to work all shifts, holidays, and weekends. No worse than 20/50 vision rating in each eye, correctable to 20/20 in both eyes. The Rockwall County Sheriff's Office uses the Department of Transportation standard vision test. The exam includes moving your eyes left to right, up and down and able to see three different colors: red, yellow, and green (just like a stop light) Must have normal hearing and normal color vision, with or without correction. WORKING CONDITIONS: This position works in the jail environment with moderate exposure to environmental conditions; occasional exposure to health and safety conditions. Protective equipment required includes safety glasses, welding mask, earplugs, respirators, and firearms. Standing, fine dexterity, walking, lifting, carrying, sitting, reaching, handling, kneeling, crawling, pushing/pulling, climbing, vision, foot controls, balancing, bending, crouching, hearing, twisting, and talking are frequently required. CONDITIONS OF EMPLOYMENT: Must successfully complete a pre-employment drug screen. Must Successfully complete physical examination Must successfully complete a psychological examination.
