Job Description:The Contract Specialist is responsible for a wide variety of procurement and contracting duties including end-to-end acquisition and contract planning, support and administration. The Contract Specialist will assist all business units in developing contract documentation, maintaining an accurate document filing system and contract database, fulfilling administrative tasks associated with contract processes, ensuring all contract documentation meets the company's high standards of quality, and effectively communicates across all internal business units, as well as with clients. This role relies heavily on possessing excellent communication skills and being very organized and responsive, with a high level of attention to detail. In this role you will assume a wide range of responsibilities, all of which will require critical thinking, innovation, and integrity. ISA is a fast-growing company, and the Contract Specialist will need to manage multiple priorities, work independently and be proactive. They will report to and assist the Director of Contracts in all contracting related functions.Duties/Responsibilities:· Knowledge of procurement procedures and techniques to carry out procurement assignments involving use of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and other government regulations· Support contracts team in negotiating contract terms, preparing contracts, evaluating bids, and researching current regulations· Perform acquisition support services by using sound judgement and applying fundamental concepts, processes, practices, and procedures related to the acquisition life cycle· Knowledge of government contracting vehicles, including but not limited to GWACS, MACS, IDIQs, BPAs, GSA Schedules, Open Market and Small Business Set Asides· Coordinate with clients to guarantee terms of contracts are fulfilled in compliance with the contract terms and regulations and in accordance with the direction of the client requirements· Assist with the preparation of necessary modifications and supporting documentation for incremental funding, option exercises, period of performance extensions, incorporation of change orders, increases in scope, specification changes, clarification of contract clauses, or other applicable reasons· Provide contract pre-award and award support in all areas of the acquisition, within established timelines - including contract documentation· Perform detailed analysis and evaluation of contracting matters, and the initiation, development, and recommendation of contracting policies, procedures, guidance, and control for contracting activities· Review contract terms and conditions to verify that they are in compliance with company policies and all applicable federal and state regulations· Review and track incoming contract correspondence, draft and review all outgoing correspondence for contractual compliance, technical relevance, and accuracy· Compile and maintain all required contractual records and documents in accordance with contract requirements and company policies and procedures· Demonstrated ability to conduct cost and price analyses for contract proposals or change order proposals· Analyze and prepare various agreements encountered in the business, such as Non-Disclosure Agreements (NDAs), Teaming Agreements, Memorandum of Understandings, and others as the opportunity presents· Knowledge of business agreements, government and commercial contracting methods, including policies, procedures and regulations in order to provide appropriate support during proposal, fact-find, negotiation, and day to day contracting activities· Knowledge of current and legally binding contractual language and terminology· Proficient in researching regulations to guarantee contracts are updated and in compliance with laws· Skilled in solving practical problems relating to contract administration· Proficient writing skills required to generate required acquisition documentation· Ability to conduct research and present data in a succinct and well-written manner· Must be organized, accurate, thorough, and able to monitor work for quality· Must be able to effectively read and interpret information, present data in a resourceful manner, and skillfully gather and analyze information· Must be adept at problem-solving, including being able to identify issues and resolve concerns in a timely manner· Must be able to efficiently manage high volumes of paperwork/files· Demonstrated ability to exercise tact, courtesy, and judgment in working with all levels of staff· Willingness to take on responsibilities and challengesOther Duties:Duties, responsibilities, and activities may change at any time based on project requirements. These changes will be communicated by your supervisor.Supervisory Responsibilities:NoneClearance Required:Must be a U.S. Citizen and possess at least a current and active Secret clearance and ability to achieve TS/SCI. Preference for those already possessing TS/SCIExperience Required:· 3 years minimum experience supporting a Senior Level Contracting position· Preference for experience related to DoD· Working knowledge of government acquisition and procurement· Reviewing regulations and industry standards to ensure contract processes and policies are up to date· Strong administrative experience including, but not limited to human resources, business finance, compliance, and customer service· Excellent interpersonal, customer service, oral and written communication skills.· Proficiency in or knowledge of using a variety of computer software applications, with a required emphasis on the Microsoft Office suite (Excel, Power Point, Word, etc.)· Experience in a dynamic team environment· Keen attention to detail, critical-thinking skills and problem-solving abilitiesEducation:Bachelor's Degree in Business, Accounting, Economics, Political Science, or a similar field of study preferredCertification:DAWIA or FAC certifications a plus but not required
