Lead Maintenance Developer - USCG - Portsmouth, VA BluePath Labs is a fast-growing research and consulting company committed to solving complex problems for federal, state, and local government clients. We are looking for an experienced Lead Maintenance Developer to support the U.S. Coast Guard Planned Maintenance Support Services in Portsmouth, VA. The United States Coast Guard's Command, Control, Communications, Computer, Cyber and Intelligence Service Center (C5ISC), based in Portsmouth, VA, is tasked with maintaining and developing the Coast Guard's C5I Systems. C5ISC uses the Mission Support Business Model (MSBM) from the Doctrine for Mission Support, Coast Guard Publication (MS-0). One of the four MSBM cornerstones is configuration management, which includes Planned Maintenance Support. C5ISC Command ESD Division maintains a shared service for C5I Planned Maintenance development and publication. This shared service gives C5I Product Lines asset owners, a tool for developing their planned maintenance and helps maintain standard document formatting. Development and documentation services include, but are not limited to, Reliability Centered Maintenance (RCM) analysis, Maintenance Requirements Lists (MRL), and Maintenance Procedure Cards (MPC). The team will provide PMSS Services to update and/or create Technical Documents (i.e. RCM Analysis, MRLs, MPCs, & ACMS/FLS integration) for the systems/equipment upon request through the Remedy request via Coast Guard (CG) Fixit and Maintenance Tracking Database. The USCG Fixit and Maintenance Tracking Database is used to record requests and to track the development of all Maintenance Deliverables. Role: Lead Maintenance Developer Must be capable of leading a small team, collaborating with Government personnel, managing performance, and selecting and interpreting data based on knowledge of the design intent, as well as producing and modifying standard USCG technical documents. The Lead Maintenance Developer is ultimately responsible for all deliverables under this task order. The Lead Maintenance Developer must meet the following minimum requirements: Expertly proficient and qualified to develop, format, proof, edit/revise, produce, and publish Maintenance Deliverables (RCM, MRLs, & MPCs, see PWS 2.0) in accordance with the standards set forth in PWS 1.4. Must be qualified and proficient in all aspects of the ACMS/FLS requirements outlined in PWS 2.1.2. Must have at least 10 years' experience producing all of the above deliverables (must only have 2 years of experience in ACMS). At least 2years of experience in the submission of USCG technical documents to CG Logistics Information Management System (CG-LIMS), Surface Technical Information Portal (STIP). At least 2 years of experience performing Quality Assurance (QA)/Quality Control (QC) inspections and producing QA/QC documents in accordance with PWS 1.4. At least 5 years of leadership experience managing Maintenance Analysts/Developers. Possess a thorough working understanding of C5ISC supported systems, C5I Configuration Management, and the System Development Life Cycle (SDLC)/System Engineering Life Cycle (SELC). No less than a bachelor's degree with at least 4 years of experience in technical writing. Able to visit the C5ISC Facility for meetings within two days of receiving a meeting request. The C5ISC Facility is located at 4000 Coast Guard Blvd., Portsmouth, VA 23703.
