Responsibilities: The Mobility Engineer will support Barrow Wise's GSA project and perform the following duties: Provide subject matter expert support services to the Enterprise Mobility Services Program. Assist the Program Office in providing timely, enterprise-wide assessment of suppliers with respect to overall business strategy, determination of what activities to engage in with different suppliers, and planning and execution of all interactions with suppliers to maximize the value realized through those interactions. This includes providing technical analyses and evaluations within the program area to improve organizational knowledge of wireless mobility solutions and emerging technologies. Assist the Enterprise Mobility Services Program in its approach to manage interactions with current and potential agency partners. Leveraging GSA's Customer Relationship Management tool; the contractor shall assist the program with responding to agency partner's inquiries on procurement, incident management, problem management, or financial questions. Assist GSA in any incident management, problem management, or billing inquiries which directly impact GSA agency partners receiving services from the vendor. This includes assisting in the mitigation of Salesforce cases as Tier II support working with agency customers. Provide internal (GSA) consultative acquisition assistance to support the formulation and generation of acquisition strategies, analyzing the various ways and means to acquire telecommunications / IT infrastructure goods and services and recommend methods of optimizing the contract vehicles in use by client agencies. This requires knowledge of the marketplace opportunities from periodic market research and ongoing assessment of legacy contract arrangements. Support GSA in providing guidance to customer agencies in the use of GSA ETS contracts for wireless and mobility services to include EIS, MAS SIN 517312 Wireless Mobility Solutions and other ETS contract solutions as appropriate. Assist GSA in its work with agencies on transitioning from FSSI Wireless BPAs to other GSA mobility vehicles including the MAS Wireless Mobility Solutions SIN and EIS. Leverage current FSSI-W vendor reported data (e.g., Agency Billing Summary Reports (ABSR)) and external data sources to assist GSA in identifying current agency customers still using the FSSI-W BPA and develop outreach strategies to engage with customers and help develop follow-on acquisition strategies for their services. Assist in facilitating Quarterly Program Management Review Meetings with FSSI-W vendors. This shall include analyzing and assisting in any problem areas while offering beneficial feedback. Assist the Program Office in its efforts with agency partners with procurement inquiries, how to use the Mobility Request for Quote Tool, provide pre-generated content to agencies which could assist them with procurement activities. This includes assisting in the development of the RFQ generator tool through updates and meeting with agency partners to gather requirements and communicating requirements to the development team. Survey the needs of the ETS Programs and provide recommendations on available telecommunications, emerging technologies, and other IT services that will potentially meet customer agency requirements, pertaining to wireless and mobility requirements. Monitor trends and innovation in the wireless industry to provide the ETS Programs with technical advice on improvements to its market offerings, to its customer agencies and their resulting acquisition strategy. Provide services related to wireless and mobility analytic, technical, economic, and programmatic requirements of the office related to proper contract administration. Provide services for current ETS Programs' acquisitions and other future wireless mobility solutions contract vehicles in the ETS portfolio. Support the ETS Programs by providing wireless and mobility expertise to monitor existing and emerging technologies. Provide support in the development of future Mobility Business Plans, and draft final technical requirements documents as well as providing SMEs to serve as advisors for source selection technical requirements. Provide subject matter expertise to GSA regarding agency needs and wireless/mobility projects. Services included are project leadership and communications with stakeholders; project planning and scheduling support; project management, including performance monitoring and measurement; reporting and documentation associated with project/program objectives; stakeholder briefings, participation in meetings, and project support services; program integration services; and project closeout services. Provide expertise needed to support the GSA category management portfolio with and Best In Class (BIC) designations. Provide wireless and mobility input to be considered by the CO for Solicitation Reviews of submissions to applicable ETS contracts. Provide wireless and mobility Acquisition and Analysis Support such as for acquisition plans, solicitations, and evaluation documentation for ETS, its stakeholders, and customer agencies on behalf of GSA. Provide support to assist in multi-agency outreach efforts by GSA including the Federal Mobility Group (FMG) and various working groups that GSA organizes to support agencies. Provide support to the Enterprise Mobility Program through marketing and communications efforts within GSA, to include maintaining and updating the Program's Communications Plan, coordinating with GSA teams, providing recommended updates to webpage content, developing and updating other slip-sheets and marketing material. Provide assistance to GSA in fulfilling its role as a co-chair of the FMG. Specific support shall include, but is not limited to work with FMG leadership from other agencies to ensure that GSA's equities are represented, develop executive briefings about the FMG, coordinate vendor engagements for presentations to the FMG, participate in the development of FMG deliverables and artifacts. Support to the program on developing customer educational documentation which supports the adoption of mobile technology across government. The contractor shall assist the program office to provide agencies assistance when they have highly complex technological inquiries, requests for technical analyses of requirements and suggest solutions. Deliverables may include solution-oriented technical presentations, whitepapers, and supporting in-person meetings with agency customers. Provide advice on emerging marketplace offerings resulting from the application of new and evolving wireless technologies to the mission of the agencies that ETS Programs supports. When the technology is adopted by the agencies, provide acquisition support required for new contracts or modifications to existing contracts that will be required to make the new technologies available.
