The beautiful tree-lined City of New Carrollton is a residential community located in suburban Prince George's County, approximately eight miles from Washington, DC. New Carrollton has a diverse population of over 12,000 residents. The City has approximately 85 employees and an $11.5-million-dollar budget for FY 21. The City operates under a Strong Mayor form of government with five (5) Councilmembers elected at-large. The City currently holds an election annually with elected officials serving 2-year terms. We are currently looking for a highly qualified, vision-oriented, self-motivated professional for the position of City Administrative Officer (CAO). This position is appointed and serves at the pleasure of the Mayor. The CAO must be fiscally responsible and exude a high level of integrity at all times. The selected individual will work in conjunction with the Chief of Police and Director of Public Works to oversee the day-to-day operations of the City. The ideal candidate must be an avid listener, critical thinker, collaborative leader, and possess excellent problem-solving skills. The CAO must have the ability to convey complex information into simple terms effectively, orally, and in writing. Building rapport and maintaining key internal and external relationships is a vital part of this role. Quickly responding to Council and citizen requests is a must. The CAO oversees critical functions of the City government including Administration, Finance, and the City Clerk. The position manages four (4) direct reports and has a total staff of ten (10) employees. The CAO is a member of the Executive Management Team and must maintain a flexible work schedule. This position is required to attend evening City Council Workshop and Council Legislative Meetings, as well as other events upon request of the Mayor. Prior work experience in a municipal setting is highly desired. Candidates must be knowledgeable in all aspects of municipal government and be familiar with the theory, principles, and practices of public administration, and federal, state, and local laws. A strong understanding of the inter-workings and inter-relationships of City government operations and functions and the relationships with other levels and forms of government is critical. The CAO must develop and maintain positive working relationships with City employees, the Director of Public Works, the Chief of Police, the Council, the Mayor, other public officials, and the community at large. A comprehensive benefits package is offered. Salary commensurate with experience. Residency in the City is not required. TYPICAL TASKS Prepares at the request of the Mayor the City's annual operating and capital budget to be submitted by the Mayor to the Council; establishes administrative objectives for the budget and identifies budgetary constraints; evaluates budget proposal submitted by department heads; develops final budget recommendations. Attends all meetings of the Mayor and Council; attends meetings with other public officials at the state, county, and local level; meets with vendors and other business representatives and chairs senior staff meetings as needed. Provides citizen awareness of City goals and operations by maintaining close contact with citizens, responding to questions and concerns, and making public presentations. Prepares performance evaluations for staff; works with staff to develop yearly goals; meets with staff on a regular basis; counsels employees on conduct when necessary. Monitors City financial condition by regularly evaluating revenue/expenditure trends and recommending to the City Council changes in service levels, user fees, and taxes as necessary to maintain a sound financial condition. Provides primary interface with Mayor, City Council, and City Staff; keeps the Mayor and City Council informed of City program activities and events affecting City services. Reviews and approves all accounts payable bills weekly. Develops annual departmental goals. Performs related work as assigned. EDUCATION AND EXPERIENCE REQUIREMENTS Any combination of education and experience equivalent to a Bachelor's degree in public administration or related field is required. Master's degree in public administration or a related field is preferred. Minimum five years of progressively responsible management experience in public administration. Must be able to demonstrate supervisory experience and personnel management skills. PHYSICAL DEMANDS Performs sedentary work that involves walking or standing some of the time and sustained keyboard operations.
