GENERAL PURPOSE Provide high level support to the City Manager by analyzing projects and operations, identifying ways to increase efficiency and budgetary impact. Research alternatives options and provide solutions that meet City and legal standards. Supervises other administrative positions. ESSENTIAL FUNCTIONS Provides high level support with project-specific assignments, tracks all administration projects and activities for the Executive team. Supervises other administration positions to provide support and direction in their duties and assignments. Oversees their day-to-day responsibilities, provides coaching and mentoring where needed while ensuring duties are being completed and meeting expectations. May provide performance evaluations and set expectations for supervising staff. May also support the department by addressing performance issues as needed. Evaluates department processes and procedures. Provides recommendations on needed modifications and strategies, supports project implementation which may include new practices, forms, reports, data collection and/or staffing changes based on evaluations. Provides financial analysis and/or potential impacts that could occur due to legislative and policy decisions. Coordinates with departments to research, draft, submit, and manage grants and other funding opportunities. Performs grant monitoring and prepares reporting as required. Researches impact of projects and decisions; provides solutions and recommendations as needed. Conducts financial analysis of proposed policies and decisions. Provides information on all sides of the situation for the City, makes informed and practical decisions based on information and experience. Coordinates departments and resources to efficiently accomplish all assignments. Helps ensure projects move forward and barriers are removed. Coordinates responses and information requested by residents and customers of the City to the Executive team. Ensures timely and accurate information to customers/residents. Creates information summaries and updates through emails, presentations, spreadsheets, and documents for projects. Attends certain high-level meetings with public and private officials. Takes notes and creates projects lists during the meeting for coordination and completion. May attend City Council meetings, retreats, neighborhood meetings, and other meetings and events as requested both during and after normal business hours. Coordinates legislative activities with the Executive team. Analyzes, monitors, and suggests improvements for internal processes to management. May be required to implement procedural and policy changes to improve operational efficiency. Prepares operational reports and schedules to ensure efficiency. Assists with the biennial budget process and provides financial analysis in relation to the budget as needed. May provide customer service and support as needed. Performs other duties as needed or assigned. MINIMUM QUALIFICATIONS Education: Bachelor's D egree in P ublic A dministration , Finance, Business Administration or similar. Experience: Two (2) years working with project management or analysis. Intermediate level skills in Microsoft Office applications including Word, PowerPoint, Excel, Outlook. Certifications/Licenses: Requires a valid Utah Driver's License. Must be able to pass a pre-employment drug test, background check, driving record check. PREFERRED QUALIFICATIONS Master's Degree in Public Administration or similar field, or currently in a higher education program working towards a Master's Degree. May substitute a Master's Degree for experience above at the discretion of the City. Experience working in government analysis or research. Project Management Certificate KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of correct English usage, spelling, vocabulary and arithmetic; general office prac tices, procedures and equipment. Ability to exercise initiative, independent judgment and to act resourcefully under varying conditions; strong communication skills and the ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with fellow employees, elected officials and other agencies of the public; ability to work independently and prioritize daily duties; establish and maintain comprehensive records and files. Ability to analyze problems, make decisions, plan and organize, time management, delegate authority, and adapt to office situations. Working knowledge of administrative procedures; of legal processes associated with the maintenance of public records , documents, and writing technical and legal documents; interpersonal communication skills, knowledge of accounting, clerical practices, business and management principles.
