Capital Program Analyst

Description:
The Capital Program Analyst assists with Purple Line Capital Program development and tracking requirements by providing financial, budgetary, and management analysis and oversight of Purple Line programs and projects, to include reimbursable, grant-funded, and Maryland Department of Transportation Capital Improvement Project (CIP)-funded projects. Additional responsibilities include establishing and maintaining continual communication with other MTA and MDOT capital staff and with the design and construction groups that are part of the Purple Line Project Team. The Capital Program Analyst works closely with finance, engineering, and construction staff, as well as other units, in developing and implementing policies and procedures related to program management and budget oversight and administration for the Purple Line project. Other activities include planning and coordinating activities to evaluate and monitor the status of the CIP budget and other capital-related program budgets, while continually keeping management apprised of issues and concerns. Education: Possession of a bachelor's degree from an accredited college or university. Note: Additional experience in administrative or similar professional work may be substituted on a year-for-year basis to meet the above education requirement. Experience: Five (5) years of experience performing administrative or similar professional work activities including two (2) years of experience in project and program evaluation experience, as well as grant management and financial analysis experience, preferably in the transportation sector or for a government agency. Excellent verbal and written communication skills are required.
