Summary: ME&A is seeking an experienced Talent Management and Recruitment Specialist for an immediate hire with international development government contracting sourcing and recruiting experience. This position, as part of the regular responsibility, creates a unique recruitment strategy to identify, recruit, evaluate, and interview prospective candidates. Works with all levels of hiring managers to develop job requisitions and descriptions; provide technical expertise and recommendations in identifying the right candidate for the position, and work closely with Proposal and Business Development, Project Management, Human Resources in managing talent databases for consultants and ensure clear communication of needs across the organization. Responsibilities: Conduct intake calls with hiring managers to understand the position requirements; advising on job descriptions to ensure they accurately portray the positions Take direct ownership for hiring various subject matter experts by using standardized processes to screen and select the best candidates and ensure compliance with all governmental and client employment specifications including daily rates, salary verifications, and education verification. Work with proposal and business development team to develop recruiting plans for upcoming response for bids and proposal. Recruit consultants using a range of channels and a variety of conventional and social media strategies. Suggest ways to improve recruitment efforts by creating, enhancing, and updating ME&A's internal recruitment database and online mailing list. Work closely with hiring managers and HR to develop and write job descriptions before posting the new positions to job boards Conduct and schedule interviews and follow up on references of selected candidates. Ensure all necessary staffing documentation is obtained and retained. Collaborate with the HR Director and the hiring manager on developing creative job requisitions that strongly address qualifications required for specified roles. Maintain communication with candidates to keep them updated through the hiring process. Research and recommend new sources for hiring personnel to enhance recruiting practices. Requirements: Bachelor's degree with six or more years of international development government contracting recruiting experience. Strong experience recruiting for USAID funded proposals and projects. Familiarity with USAID rules and regulations. Knowledge of Affirmative Action policies and requirements. Familiarity with international development recruiting requirements. Extensive knowledge of recruiting techniques and sourcing strategies, and ability to research new tools and resources. Strong job sourcing skills using multiple social media platforms, job posting sites, and targeted recruiting. Highly proficient in all aspects of full-cycle recruiting. Excellent interpersonal and time management skills. Sharp interviewing skills with ability to screen and assess talent for both technical and soft-skill qualities. Qualifications: Ability to work effectively with diverse teams and develop lasting relationships with candidates. Capacity to work independently and efficiently under limited supervision. Strong writing and oral communication skills in English required. Ability to work in a hybrid work environment. Must be able to work in a team environment, with a sense of urgency and the ability to prioritize Ability to maintain strong relationships with hiring managers, interviewers, and team members throughout the hiring process. Strong project and process management skills with ability to multitask to bring tasks through to completion with minimal supervision. Solid negotiation skills. Strong communication and client service management skills and the ability to influence without authority. Ability to provide sound advice to hiring managers based on subject matter expertise and being comfortable interfacing with senior hiring leaders.
