Position Summary: The IOP/PHP Program Manager (PM) provides general oversight to the daily clinical activities of the Phase III programs (IOP & PHP) from intake coordination, clinical programming and case management. This role is split between 60% direct client services, and 40% administrative/management tasks. The PM will engage in multiple and various tasks encompassing the core areas of clinical care and oversight, quality assurance, quality improvement, and management/leadership. The PM will coordinate and manage the Phase III day to day activities at the treatment program and ensure the program complies with Apex protocols, policies and procedures. The PM will be responsible for the implementation of protocols in line for best practice, quality assurance, and quality improvement for all clinical programs based on The Joint Commission Accreditation. Constantly evaluates organizational efficiency and makes necessary changes to maximize staff productivity, always looking to efficiently reduce operational costs. The PM will contribute in the planning, development, implementation and coordination of program-wide policies and programs and will assess the needs of the program and find ways to contribute by ensuring the daily operations run smoothly and as efficiently as possible. The PM will be responsible for managing its resources, developing, and implementing an operational plan and ensuring that policies and procedures are carried out properly. Essential Duties and Responsibilities: Oversees the operation of Apex's Phase III (PHP/IOP) program and its assigned personnel Facilitated group sessions with IOP/PHP clients and documents all services in EMR system Holds a caseload of a minimum of 6 clients and provides direct client services, including individual, group, and family sessions Works closely with the clinical team to coordinate transition and receive "warm hand off" for clients stepping down from higher levels of care to PHP/IOP Participated in weekly treatment team meetings and provides updated on client progress at the PHP/IOP level of care Reviews, monitors and audits program data collection, medical charts in electronic medical record systems. Coordinates directly with the Administrative Assistant regarding purchases of supplies and equipment. Coordinate safe, supervised, client's transportation to off-site activities (12-step meetings, Physician appointments, Outings, Recreational-recovery related activities, etc.) Responds to emergency calls when necessary. Take actions to resolve any urgent issue. Ensure Phase III staff are fully trained and are executing their duties effectively, in a timely fashion, always meeting the organization's goals. Immediately document and report medication errors to the appointed medical staff. Immediately document and report clinical and behavioral incidents to the clinical team. Ensure that all Phase III staff follow a strict chain of command in all written and verbal communication. Ensures safety of all patients, visitors, and staff. Maintain an exceptional level of customer service; address and resolve complaints; serve as an example by providing excellent service to internal and external customers, employees and clients. Monitor and ensure that staff take their meal break and rest breaks as mandated by the labor law. Promotes a respectful, positive and enjoyable work environment with staff. Accept feedback and apply requested changes from the immediate supervisor. Implement all The Joint Commission's standards of environmental care. Minimum Qualifications: Master's degree from an accredited college or university with a major in psychology, sociology, counseling or in a related field; Licensed professional preferred Licensed as a Marriage and Family Therapist, Professional Clinical Counselor, or Clinical Social Worker through California Board of Behavioral Sciences (LMFT, PCC, LMSW). Associate therapists with a BBS number who are actively working towards licensure and expect to be licensed in the next 3-6 months will be considered. Minimum two years of working with adults who suffer from substance abuse disorders or mental health. Experience in clinical management is highly preferred. Valid CPR/First Aid Certification. Valid California driver's license with current, valid California automobile insurance and a driving record of 3 or fewer points. Personal Qualifications: Possess a genuine interest in and concern for persistently chemically dependent persons. Possess ability and interest in acquiring professional growth through continuing education. Have ability to develop and maintain good working relationships with all center personnel, professional staff, representatives from government and community agencies, clients and their families, and the public. Demonstrate a willingness and ability to learn and implement government regulations. Demonstrate a willingness and ability to implement center policies. Be willing and able to accept and utilize close supervision from Executive Director. Be able to learn and utilize budget planning and implementation procedures.
