Position Summary: COTA's Director, Learning & Development performs highly responsible professional and supervisory work in the system-wide management, design, coordination and implementation of training and development for the organization. This position is responsible for directing and managing various aspects of the human resources function including the planning, design, implementation, maintenance, and administration of all learning and development programs, organization policies, and performance management systems necessary to meet the organization's strategic goals. Performs duties in alignment with the 2019 - 2024 COTA Strategic Plan and in support of the organization's vision To Move Every Life Forward. This Position is Responsible For: Directs, implements and coordinates system-wide training and development activities for the organization, including contract development with external vendors and training providers, development of activities in support of corporate vision and strategic imperatives; Directs the design, planning, and implementation of organizational development programs, policies, and procedures; Manages the individual development planning process for executives and emerging leaders; assists managers and supervisors with individual development plans; coaches People Leaders in developmental areas as needed; Provides consultative services to the business units regarding coaching and mentoring; Plans and leads short- and long-term planning for organizational programs; Understanding of other organizational focus areas such as employee engagement, diversity equity & inclusion; Contributes to the development and execution of organizational strategy and project plans; Knowledge of assessment tools (e.g. EI, DISC) to drive individual and team development; Develops strategies that create an organization-wide culture of career growth and development focusing on innovation, problem solving, customer service and engagement; and Ensures learning and development programs support the changing needs of the business and address new initiatives, with an emphasis on current trends and practices. Collaborates with COTA leaders to determine learning needs and requirements regarding instruction and employee development opportunities; Serves as Project Manager for organizational training initiatives (e.g. System Upgrades, Apprenticeship Program, Operator Training, etc.); Designs, develops and implements a Performance Management Process compatible with COTA's vision and strategic plan, including individual performance standards, business-focused development, and performance assessment. Designs, develops and implements organization-wide continuous improvement plans geared toward learning and development and assists in the implementation and monitoring of action plans for integrating results with COTA's core values, employee perceptions, and the strategic plan; Uses data to drive decision making and evaluate efficiencies and opportunities of training programs; and Reviews, revises, interprets, and coordinates the implementation and communication of organization-wide HR policies and procedures, as needed. At Minimum You'll Need: Requires a Bachelor's Degree in human resources management, organizational development or related field and eight (8) years progressive experience in learning and development, or change management and five (5) years of managerial experience.
