This position manages and arranges educational services to ensure qualifying migrant students receive appropriate instruction and support, assists with the identification and recruitment of eligible students, serves as a liaison between the school, family, and community, works to meet migrant students' psychosocial and health needs, and delivers academic and supplemental services for migrant students and families. Required Qualifications: Minimum of two years' experience in education, social services, or related area, preferably working with migratory and/or seasonal agricultural workers and/or federal programs. Bachelor's Degree, in related field preferred. Language fluency in formal written and spoken Spanish and English. Additional bicultural preferred. Must possess valid driver's license with verifiable good driving record along with having reliable transportation. Desired Qualifications Experience with coordinating educational and/or social services, including English as a Second Language (ESL), K-12 students, out-of-school youth, and/or Pre-K. Essential Functions and Responsibilities: Coordinate regular term school year services including in-home instruction and afterschool programming for migrant students in assigned counties. Coordinate summer term services including summer campuses, mini-campuses, and in-home instruction for migrant students in assigned counties. Act as a primary point of contact and outreach for school districts and community partners in assigned counties in order to develop relationships to grow and implement programmatic services for migrant students. Identify and recruit eligible migrant children and families. Travel to locations such as homes, employers, schools, and agencies in order to plan and provide direct student services. Provide program student support staff with general guidance about Migrant Education Program services. Oversee instructional and support staff's timely completion of local and state requirements such as needs assessments, residency verification, services, delivery, data quality, monthly reports, etc. Mentor staff, inform the Program Supervisor of problems, concerns, and recommendations relative to the implementation of the Migrant Education Program grant. Monitor the office for supplies, request keycard access for new staff, and requisition necessary items as needed. Lead local area student support team meetings. Develop and maintain a Parent Advisory Committee comprised of 3 to 5 program parents. Meet virtually, by phone, or in-person monthly with the Parent Advisory Committee members. Plan and host a minimum of 4 Parent Events throughout the calendar year. Work closely with the Data Specialist and Program Supervisor to assure accurate and timely records processing and review and resolution of data quality issues. Serve as backup Data Specialist in the event the primary Data Specialist is unavailable. Complete monthly re-interviews of a random selection of qualifying students for quality control purposes. Assist in site monitoring visits to support compliance with grantor guidelines. Perform other duties as assigned. Performance Factors/Job Competencies: Ability to communicate effectively, both orally and in writing with a variety of people, and to explain complex instructions in an easily understandable fashion. Ability to work effectively in a collaborative team environment. Knowledge of state and federal laws that impact operations within the IU. Must be flexible and able to tolerate many situations and personalities. Must be able to sit at desk or stand for extended periods of time. Must have auditory acuity to listen to other people on telephone and in person. Must have verbal skills to communicate effectively with the public. Must be able to withstand emotional stress. Must have valid PA driver's license and be able to travel within IU region, or outside of IU region, as required. Ability to create and manage appropriate computer applications necessary for program management. Must be able to organize and maintain programmatic files. Flexibility in schedule and approach to work assignments. Work Environment: This job operates in a variety of settings including a professional office, educational environments, homes, agri-businesses, the community, and various venues in the state (when attending training or conferences). Incumbent must be able to sit at a desk or in a car for extended periods of time, walk home to home, walk through fields/farms. Sometimes must enter areas of rough and muddy terrain, irregular surfaces, and machinery. The schedule is irregular at times and flexibility is necessary. This role routinely uses office equipment including a laptop and physical educational materials. This position requires traveling primarily in the assigned project area and, on occasion, throughout the state. Candidates are required to have reliable transportation and valid driver's license to attend job related duties, meetings, seminars, and trainings.
