Enterprise Resource Planning
(ERP) Program Manager

New York State is recruiting for a highly experienced executive to oversee and direct the design, integration, development, implementation and ongoing support and maintenance of the Office of the State Comptroller’s Future of the Central Accounting System (FOCAS) and the Executive’s Financial Management System (NYFMS). As the senior level program manager, the incumbent manages the project managers who are developing the central accounting system and the financial management system and all other related resources.

Under the administrative direction of a Joint Governance Board (JGB) consisting of the Executive Deputy Comptroller for Operations in the Office of the State Comptroller, the Division of the Budget’s First Deputy Budget Director, and the State’s Chief Information Officer/Director of the Office for Technology, the incumbent oversees these programs, which jointly comprise the State’s Enterprise ERP Program. As the senior level program manager, the incumbent manages all operations and functions of the Enterprise ERP Program, including staffing and development of the Program Office personnel, project management, applications development and ongoing support, training programs, vendor contract and performance management, and future applications enhancements. Project managers, all other related resources, programs, procedures, communications, technical support and training programs will be managed and implemented in support of the new and modern FOCAS and NYFMS systems.

This joint Enterprise Resource Planning system is using the Oracle (Peoplesoft) Suite of applications. The incumbent will ensure successful completion of implementation of the two projects and the completion of several smaller sub-projects. The incumbent will provide the necessary strategic direction, oversight, policy development, vendor performance and contract management, and program and portfolio management to make the program integration a success. Taking a Statewide view towards an Enterprise Financial Management System, the incumbent will drive the unification of 65 existing financial systems into a common enterprise-wide budgeting, procurement, and accounting system to be used by all NYS agencies.

The incumbent will drive business process and organizational reforms to enhance program and financial accountability and improve the State’s analytical, performance evaluation and reporting capabilities. The incumbent will identify, prioritize, and decide upon enhancements for grants administration, procurement, decision support tools and integrated systems, including human resources, all as components of the program.

Required Experience:

•Bachelor’s degree in Computer Science, Information Technology, Computer Information Systems, Computer Studies, Management Information Systems, or in Project Management, Business Administration, Engineering, or related discipline with an information technology focus. Master’s or MBA degree or equivalent is preferred.
•At least eight years of program/project/portfolio management experience with multiple large complex information technology systems where candidate was responsible for broad strategic planning, budgeting, systems integration, contract negotiation and monitoring, vendor management, performance management, communication, and facilitation. Experience must have included strong leadership performance, the ability to set and manage customer expectations, effectively interact with varied stakeholders, and communicate with governance entities. Experience with enterprise-wide projects, especially Enterprise Resource Planning projects is highly desirable.
•Project Management Professional certification is a plus.
•ERP implementation in large complex organizations required.

Essential Skills/Competencies:

•Strong analytical, design, and implementation experience with the latest technologies, including ERP systems.
•Solid skills in conceptualizing creative technology solutions, documenting them, and presenting them to senior management for approval and adoption.
•Strong knowledge and understanding of business planning methods, with the ability to establish and maintain a high level of customer trust and confidence.
•Solid understanding of the software development process, including requirements gathering, analysis and design, development tools and technologies, release and version control, contemporary testing methodologies, and deployment management.
•Solid program and project management skills with ability to multitask and manage large-scale complex multiple projects in a cross-functional environment.
•Ability to blend creativity, problem solving, and technical skills for refining existing theories or developing new system approaches to seize opportunities and sustain business success.
•Demonstrated ability to lead, motivate, and develop staff, contractors and subcontractors.
•Excellent oral and written communications skills, as well as ability to present and explain technical information in a way that establishes rapport, persuades others, and gains understanding. Ability to handle sensitive inquiries from and contacts with officials and the general public.
