Contra Costa County is a growing community located directly east of San Francisco. It is one of the nine counties in the San Francisco-Oakland Bay area. The current population is over 940,000, placing

Contra Costa County among the nine most populous counties in the State of California.

The County includes varied suburban, industrial, agricultural and port areas. There are 19 incorporated cities within Contra Costa County. Martinez is the County seat and the location of the County’s administrative offices. The cities of Pleasant Hill, Martinez, Danville, Concord, Walnut Creek, San Ramon, Richmond and Pittsburg are each host to numerous industrial firms that have established their corporate headquarters in these communities.

Contra Costa County’s varied geography and temperate climate provide its residents with an affordable choice of rural, urban and suburban lifestyles. In addition, the County has one of the State’s most heterogeneous populations, rich in ethnic, cultural and socioeconomic diversity. The County has one of the fastest growing work forces among Bay Area counties, with growth in its employment base being driven primarily by the need to provide services to an increasing local population. Contra Costa County offers a variety of cultural and recreational opportunities. In addition, all of the attractions of San Francisco are within easy driving distance, 30 to 45 minutes away and accessible through the Bay Area Rapid Transit (BART). Contra Costa County is known for being progressive and is governed by a five-member Board of Supervisors elected by the District, on a non-partisan basis, for four-year overlapping terms. The FY 2008/2009 County operating budget is approximately $1.3 billion, and there are about 9,000 employees in 32 separate departments.

The Department

The Department of Information Technology provides a full range of Information Technology services to the entire Contra Costa County organization. Among other services, the Department manages the central corporate computing complex, a Countywide Wide Area Network (WAN), numerous Local Area Networks (LANs), and provides business and technical consulting services to departments and managers throughout the organization. The County has a reputation for being a leader in the field of technology. Key Divisions within the Department of Information Technology include: Geographic Information Systems, Systems and Programming, Customer Support Center, Administration, Communications, Security, and Operations. The Department has 89 full-time employees and a current operating budget of approximately $20 million. The Department operates on an enterprise basis with charges to operating departments for services provided.

Issues / Challenges

• Managing Data Center funding losses due to the projected (2012) movement of the Courts to a statewide system.

• Upgrading existing Property and Finance Systems from in-house developed Mainframe systems.

• Continue progress with a Countywide Geographic Information System and retention of current funding model.

• Leadership in the County’s participation in the development of a new state-of-the-art Public Safety Radio system utilizing a multiagency approach.

• Maintaining infrastructure during a time of budget constraints.

• Continue the County’s Information Security Program and to

leverage best practices for the standardization of security solutions.

• Loss of institutional knowledge and key program staff through retirements and possible future budget reductions.

• Convergence of new technologies and resultant expectations.

The Position

The Chief Information Officer/Director of Information Technology plans, directs, manages and oversees the activities and operations of the Department of Information Technology including establishing and maintaining the information technology strategic plan for the County. This involves all computing, data, software, systems operations, data communications, telecommunications and radio

communications. The incumbent coordinates assigned activities with other departments and outside agencies and provides highly responsible and complex administrative support to the County Administrative Officer. The Chief Information Officer/Director of Information Technology controls the overall operation of the County’s centralized information, telecommunications and radio services, exercises direct supervision over managerial, professional and technical staff responsible for managing individual information service divisions and/or units. Key management staff reporting to the

Director include: three Deputy CIO’s for Geographical Information Systems, Communications, and Security and an Administrative Services Officer.

The Chief Information Officer/Director of Information Technology is an exempt classification that reports to and receives general administrative direction from the County Administrative Officer or his/her designee.

Management responsibilities of the position include:

• Assumes full management responsibility for all Department services and activities on a Countywide basis including establishing and maintaining the information technology strategic plan for the County involving all computing, data, software, voice/data communications, and systems operations components of the plan and establishes supporting standards and policies to assure system compliance.

• Directs the development and implementation of Department

goals, objectives, policies and priorities for each assigned service area.

• Manages the integration and coordination of County information, telecommunications and radio systems.

• Establishes appropriate service and staffing levels.

• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures and allocates resources accordingly.

• Plans, directs and coordinates, through subordinate level staff, the Department of Information Technology work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; and meets with key staff to identify and resolve problems.

• Assesses and monitors workload, administrative and support

systems, and internal reporting relationships; identifies

opportunities for improvement; and directs and implements

changes.

• Serves as an advisor for the County on information systems

business and technology issues.

• Reviews contracts, grants, budgets and other items to assist the County in evaluating, assessing and implementing appropriate technologies.

• Oversees the administration of physical, environmental and

logical access security of information systems for the County.

• Reviews Departmental strategic and tactical plans to ensure

compliance with the County’s strategic information systems plan.

• Selects, trains, motivates and evaluates Department personnel

and provides or coordinates staff training.

• Oversees and participates in the development and administration of the Department budget; approves the forecast of funds needed for staffing, equipment, materials and supplies; and approves expenditures and implements budgetary adjustments as appropriate and necessary.

• Explains, justifies and defends County programs, policies and

activities and negotiates and resolves sensitive and controversial issues.

• Represents the Department of Information Technology to other departments, elected officials and outside agencies.

• Coordinates assigned activities with those of other divisions,

departments and outside agencies and organizations.

• Provides staff assistance to the County Administrative Officer

and participates on a variety of boards, commissions and committees.

• Performs other duties as required.

The Candidate

Minimum Qualifications

Education: Possession of a bachelor degree from an accredited

college or university with a major in computer information systems, public administration, business administration, or a closely related field.

Experience: Five years of full-time in information systems, three years of which, must have been in a senior management position with responsibility for information systems in a medium to large county, city, special district, State, or Federal operations.

Substitution: A graduate degree in public administration or business administration may be substituted for one year of the required senior management experience.

Knowledge, Skills and Abilities

The selected candidate should have knowledge, skills and

abilities in:

Knowledge of:

• Operations, services and activities of a comprehensive

information, telecommunications and radio systems services

program; including voice, data, two-way radio, and microwave communication.

• Local government and business principles and how they

integrate into information systems technology;

• Advanced principles and practices of computer science,

information systems and telecommunications;

• Methods and techniques of application development, system

design and programming;

• Operational characteristics of mainframe, client-server, and

network operating systems;

• Program development and administration;

• Budget preparation and administration;

• Marketing and business administration;

• Supervision, training and performance evaluations;

• Pertinent Federal, State and local laws, codes and regulations

governing radio and telephone communications;

Abilities to:

• Oversee and manage a comprehensive information systems

program;

• Manage diverse technologies, employees and client groups

and relate technical concepts to business needs;

• Coordinate and manage the integration of multi-jurisdictional information systems needs;

• Plan, organize, direct and coordinate the work of lower level staff;

• Select, supervise, train and evaluate staff;

• Delegate authority and responsibility;

• Analyze and assess programs, policies and operational

needs and making appropriate adjustments and recommendations;

• Develop and administer Department goals, objectives

and procedures including an ability to prepare clear and

concise administrative and financial reports;

• Communicating clearly and concisely, both orally and in

writing

• Establish and maintain effective working relationships

with those contacted in the course of work.

Management Style and Personal Traits

The selected candidate should be a person with a strong customer service orientation and a high level of professional integrity. The candidate should be a leader and visionary who can clearly communicate organizational vision while also being comfortable in assuming the role of technology champion for the County. The candidate should have keen analytical abilities, a commitment to providing quality services, an open communication style, and be willing to take reasonable risks. It is very important that this person have a proven track record in Information Technology and some experience/ knowledge of the public sector, such as city, county, state

or federal government. The ideal candidate should also be a creative thinker who is flexible and adaptable, and able to address challenges with confidence, enthusiasm and good humor. The candidate should be results oriented, a strong advocate of ongoing staff education and training, a mentor and a team builder, and a person of high ethics. The candidate should also have a good marketing/business sense, strong negotiating skills and an ability to be impartial and objective. Lastly, the ideal candidate should be active with public and

private professional associations and comfortable in managing the Department of Information Technology like a business.

Selection Process

Application Screening: Application Screening Committee will review and evaluate each candidate’s application. Those candidates determined to be best qualified for the position will be invited to the oral interview.

Oral Interview: A Qualifications Appraisal Board will evaluate each candidate’s job-related qualifications and recommend the top candidates to the County Administrator.

Compensation

The salary for this position is within an established seven step annual salary range of $136,939 to $183,512 (includes two 5% performance pay steps) with hiring up to step five ($166,451), dependent upon the qualifications and experience of the selected candidate.
