Overview Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Senior Director for its Policy and Research team to lead work related to the implications of public policy changes for the biopharmaceutical business model and the ability of companies to continue to deliver medical advances to patients. The role will largely focus on the impact of the Inflation Reduction Act (IRA) and other proposals that would restrict companies' ability to invest in drug development. The individual will support PhRMA-wide teams focused on understanding and characterizing how the IRA will impact the biopharmaceutical business model and its ability to deliver innovative therapies to patients, including the economics of R&D and commercialization decisions. This role requires extensive collaboration within the Policy and Research team, across PhRMA departments, and with member companies. The Senior Director will: Manage and commission external research projects aimed at understanding and characterizing the impacts of proposed policies and laws on the biopharmaceutical industry and the ability to innovate, with a particular focus on the implications of the impacts of the IRA on the R&D ecosystem. Lead rapid response efforts, under tight timelines, to requests for information about policy impacts from member companies and PhRMA leadership and colleagues. Design analytical studies, protocols and methods, and policy impact and models as part of assessing the implications of public policies on the environment for innovation. Contribute to the development of research and analytic proposals, scopes of work, budgets, and analysis plans. Conduct data analysis and modeling to support advocacy objectives. Identify opportunities to advance PhRMA priorities through both internal and external research and analytics. Monitor, analyze and distill relevant government and other publicly available data as well as academic literature in assigned areas (e.g., industry economics, intellectual property, R&D investment, and related trend data) in coordination with others. Develop strong relationships with member companies, consultants and colleagues PhRMA-wide to understand advocacy goals/objectives and manage issues proactively. Perform other duties as assigned. Key Success Factors PhRMA seeks a collaborative, proactive self-starter who is passionate about access to medicines and contributing to the healthcare challenges we face today. Key success factors for this role include a strong understanding of the dynamics of the prescription drug market, strong interpersonal skills and team focus paired with the ability to work independently and under short timelines. The preferred candidate will bring expertise in pharmaceutical reimbursement and negotiations, extensive experience with healthcare and/or pharmaceutical industry research, familiarity with analyzing economic and quantitative data, and be focused, organized, detail oriented, responsive and diplomatic. The successful candidate should be adaptable, able to reprioritize and shift gears quickly and be comfortable in a high-pressure, fast-paced environment. Professional Experience / Requirements Master's degree in Economics, Finance, Statistics, Epidemiology, Public Policy, Health Policy or a related field strongly preferred. 8+ years of experience at a pharmaceutical company, life sciences or related association, or another related pharmaceutical industry environment, including financial services. Experience in pharmaceutical research and policy analysis for a healthcare or financial institution. Experience in developing analytic models and assessing the impact of public policies and/or market forces on investment/pricing decisions, or the biopharma business model more broadly. Excellent writing and editing skills. Strong interpersonal and communication skills; demonstrated experience building consensus across organizations and functions. Extensive experience with Microsoft Excel and PowerPoint. Preferred Experience Understanding of the private and corporate financial investment ecosystem. Understanding of policies impacting the environment for medication environment. Understanding of HHS, PTO, Congress and other relevant federal agency priorities, policies and programs. Experience in the federal government or related advocacy environment. Experience managing third-party research efforts.
