This project position is funded through August 31, 2022 and may be extended depending on continued grant funding. Position Purpose Under the supervision of the Program Support Supervisor 1 and direction of the Project Director, this position is responsible for the daily administrative support for assigned grants, including contact with students and/or their families, processing applications, scheduling student intakes, producing program materials, and reconciling budgets and database maintenance to ensure compliance with the Annual Performance Report submitted to the Department of Education.TRiO Program DescriptionTRiO programs are U.S. Department of Education funded programs designed to graduate students from postsecondary education within six years of entrance. These programs are geared towards students who are historically underserved in postsecondary education, including students from low-income backgrounds, first generation college students and/or students with documented disabilities. The programs provide academic support and opportunities to 165 high school students attending Lincoln and Mount Tahoma High Schools. Nature and Scope Essential Functions • Monitor program budget expenditures and reconcile and balance Upward Bound budget(s) in Excel from college’s monthly budget runs.• Properly code, enter expense descriptions, and organize all Procurement card (P card) and Travel card purchases into the JP Morgan system.• Print P card and Travel card Statements monthly and reconcile all charges with appropriate receipts.• Make bus transportation schedule and arrangements for program related events and field trips• Make travel arrangements for program staff conferences and training, including processing Travel Authorities, Travel Advances, flight arrangements and hotel arrangements; reconcile and process all trip related advances and expenses after each event.• Ensure that assigned Upward Bound activities are in place, properly scheduled, and monitored to ensure compliance with federal grant guidelines, rules, and regulations.• Independently screen student applications to determine their eligibility for Upward Bound Services.• Support the grants by adhering to administrative procedures that facilitate accurate tracking of participants’ academic and personal development needs as they progress through the program.• Perform weekly data entry to ensure all program information including field trips, stipends, events, attendance, and participant data is entered into Access and review for accuracy.• Enter 1st Semester Transcripts, Final Year Transcripts, GPA’s, and Testing Information updates into Access on a yearly/twice year basis.• Collaboratively work with supervisor and other Upward Bound staff to ensure the Annual Performance Report to the U.S. Department of Education is successfully submitted.• Organize office and student files and ensure all components of student files are secured.• Archive office records/files and student files as needed.• Create documents, including fliers, ads, posters, banners, newsletters, labels, mailing lists, and office forms.• Coordinate and assemble mailing, including quarterly announcements, invitations, mid-quarter evaluations, labels, and printing forms.• Maintain office supplies, including ordering, purchasing, labeling, and keeping inventory of items; prepare and submit purchase orders for products or services and maintain records and close out each year.• Label and maintain inventory of all program’s electronic equipment, musical instruments, and all valuable materials and supplies.• Represent the needs of the TRiO programs to the campus community, including serving on committees and/or work groups as a member where Upward Bound and/or TRiO are stakeholders.• In collaboration with program staff, assist in selecting, training, and directing the work of student staff.• Provide coordination for program events, including outreach, field trips, summer activities, recognition ceremonies, and cultural events.• Process assorted forms, such as personnel forms, student stipends, purchase requisitions, travel authorities, etc.• Perform related duties as assigned. Additional Duties Knowledge Skills and Abilities • Knowledge and skill in budget maintenance and coordination.• Ability to prioritize, meet deadlines, respond to inquiries, and ensure accuracy in an office setting with many interruptions.• Knowledge, skill, and proficiency with current computer technology, including the Microsoft Office suite, and publisher software, the internet, and relational databases; must demonstrate ability to learn and utilize the college’s relational database system (Banner).• Skill and ability to interpret and apply federal and state rules and regulations regarding eligibility requirements for Upward Bound program.• Knowledge of rules, regulations, and procedures that govern the administration of grants.• Ability and commitment to work with diverse populations, underrepresented populations, such as first generation, low income, and students with disabilities and all students, staff, faculty and the general public.• Excellent interpersonal, communication, public relations, and customer service skills.• Ability to work collaboratively and independently and demonstrate sound judgment.• Ability to accurately perform mathematical calculations.• Ability to query and analyze data, run reports, identify errors, and make corrections as needed.• Knowledge, skill, and proficiency with current computer technology, including the Microsoft Office suite, and publisher software, the internet, and relational databases; must demonstrate ability to learn and utilize the college’s internal relational database system (Banner).• Ability to enter data accurately using established processes.• Ability to provide coordination for program events, including scheduling, set-up, and support on site.• Ability to sit for extended periods of time at a desk/computer and operate standard office equipment.• Ability to assign, instruct, and check the work of others.• Ability to develop and maintain constructive and cooperative working relationships with coworkers and staff in other student-centered service offices on campus, and in the partner school.• Ability to create, organize, and maintain accurate records and files.• Ability to maintain confidentiality.• Physical ability to perform work that includes the ability to move up to 40 pounds; ability to reach, stoop, twist, and/or crouch.• Ability to travel and work occasional evenings and/or weekends. Minimum Qualifications Desired Qualifications • Associate of Arts degree, or equivalent and experience working in an educational or professional setting with administrative duties with similar reporting requirements of TRiO programs, or equivalent education/experience. Conditions of Employment • Must provide proof of identity and employment eligibility within three days of beginning work.• This position is part of a bargaining unit and covered by a collective bargaining agreement.• Prior to a new hire, a background check including criminal record history will be conducted.
