Are you looking to make a difference in security cooperation? Sincerus is looking for an experienced professional to provide expert embedded advisory services to support the U.S. Department of State's Global Defense Reform Program (GDRP) within the Bosnia and Herzegovina (BiH) Ministry of Defense (MOD) . The senior advisor will be responsible for advising and training the BiH MoD, their Joint Staff leadership, and their Armed Forces (AF) on policies, regulations, and operating procedures related to human resources management institutional capacity. The Advisors shall work with the MoD, Joint Staff, the AF, NATO counterparts, and other entities working on HRM and/or PPBE reform, as appropriate, to provide staff capacity- building, functional area assistance, and mentoring. These efforts support the MoD, including its Joint Staff, and the AF, to improve management of resources and maintain the appropriate force levels. This includes updating personnel retention; career management; recruitment; accession policies, procedures, and practices. The GDRP is a U.S. State Department-funded program that, in close coordination with US Department of Defense, focuses on assisting Partner Nations with defense reform and civil-military institutional capacity building efforts. Advisor will serve a twelve-month, embedded commitment abroad in Sarajevo, BiH . This contract is for up to four years in length with extensions extremely likely. The key Strategic Area of Interest for this position is in Defense/Security Sector Institutions, Functions, and Management Reform . Specifically, the Advisor will assist the partner nation's MOD with building capacity in some of these HRM areas: Career management planning and recruitment planning. Greater transparency in performance evaluations and promotions. Sustainment of recruitment and personnel and accession efforts in the defense budget; and, Develop and implement a strategy to address AF personnel losses to achieve improved retention rates. Streamlining MoD HRM regulations with BiH Entity regulations and best practices. Improving personnel retention and developing career management policies and practices. Improving personnel accessions, including qualifications and recruitment. Developing and implementing a plan to address the impending loss of AF officers and NCOs. The duties and responsibilities include but are not limited to the following: Provide advice related to organizational development, interagency cooperation, HRM policy, and training programs to assist the MOD's capacity development. Advise Bosnian MOD in the development of plans and strategies to assist their capacity to modernize their armed forces through a reformed HRM process. Participate in senior level meetings, seminars, and exercises to provide expert level military input to help maintain and develop the ability to respond to emerging HRM issues appropriately. Lead overseas assessments of host nation MOD capacity in GDRP area of focus, as well as assess the impact of planned or current programmatic activities and propose remedial actions. Draft memos and reports to provide expert analysis regarding MOD PPBE programs and assessments. Maintain knowledge of contemporary, professional military operational and management principles, techniques, and issues, and recommend which are appropriate for international application. REQUIRED Qualifications for one (1) Human Resource Management (HRM) Senior Advisor Master's degree in areas such as Human Resources Management, Organizational Change, Business, International Relations, or a similar field AND at least six (6) years of U.S. military and/or U.S. civilian professional experience with HRM, including, but not limited to, experience as a former officer or government official at least at the O-5 or FS-02/GS-14 level. OR Bachelor's degree in the aforementioned areas AND at least TEN (10) years of U.S. military and/or U.S. civilian professional experience with HRM, including, but not limited to, experience as a former officer or government official at least at the O-5 or FS-02/GS-14 level. Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14). Minimum two (2) years of experience working either on Joint Staff or another Major Staff, or within the Office of the Secretary of Defense or equivalent HRM-responsible office in the Department of Defense. Minimum of one (1) year of experience working with NATO and/or EUFOR organizations. Minimum two (2) years of experience advising senior foreign military or senior government officials. Minimum two (2) years of experience in contributing to the development and/or delivery of training and workshops for military, national security, or government audiences. Minimum two (2) years of experience in conducting institutional capacity building training or advising with foreign partners. Institutional capacity building is defined as enhancing the capacity of partners' security institutions to exercise responsible civilian control of their national security forces and to deliver security services in an effective, transparent, and accountable manner. Minimum two (2) years' experience advising foreign governments in the development and implementation of sustainable solutions to capacity gaps. Ability to obtain and maintain a Secret security clearance prior to contract/task order performance. U.S. citizen. PREFERRED Qualifications for one (1) HRM Senior Advisor Have reached, at a minimum, O-6 in the military or equivalent in a civilian capacity (i.e., GS-15). Four (4) years of experience in establishing and institutionalizing HRM programs and processes inclusive of the management structure, procedures, and skills necessary to develop defense or national career management, recruitment, retention, or accessions systems, plans, and policies. Two (2) years of experience working in the Balkans on defense or national security issues. Minimum two (2) years' experience supporting senior leaders in navigating political dynamics to achieve institutional reforms. One (1) year of demonstrated experience in utilizing change management practices to transform systems, processes, and/or behaviors in an institution. One (1) year of demonstrated experience in conflict resolution or mediation. Minimum of three (3) years working in post-conflict or fragile states and demonstrated knowledge of the proper operation of human resource systems and security sectors in these environments. Fluent in Bosnian, Croatian, and Serbian, both conversational and professional, as assessed by a CEFR score of C2, or equivalent.
